About this file
This is a Questions and Responses document pertaining to Project No. GBA-198 Facility Program Needs Assessment for the Georgia Department of Corrections, involving the Georgia State Financing and Investment Commission (GSFIC), the Georgia Building Authority (GBA), and the state of Georgia. The project seeks Statements of Qualifications from firms interested in providing facility program needs assessment services for a State Prison Facility Transformation initiative. The RFQ document serves to identify the most qualified potential providers, with selected firms to be invited to submit proposals. The document addresses three primary clarifications regarding submission requirements: the page limit for responses has been established at 50 pages maximum, including all covers, back covers, dividers, and supplementary materials; the requirement that the prime firm perform a minimum of 50% of services in-house has been eliminated, allowing the primary firm to utilize associate firms as needed to accomplish the scope of work; and confirmation that the 50-page limit applies to all response materials.
The document does not contain specific information regarding pricing terms, set-asides, contract duration, renewal options, funding sources, or award amounts. No incumbent information is provided. Communication restrictions are in place prohibiting proposers from contacting Selection Committee members, the Using Agency, or End-User representatives during the solicitation period, except through formal question submission procedures or designated proposer conferences, with violations subject to rejection of the proposer's qualifications or proposal.

1) We have a question pertaining to the RFQ: On page 6 the total page count for the RFQ listed is 30 pages and on page 8 the total page count is 50, which is the correct page limit for the RFQ?
A: Given that conflicting information was provided in the RFQ, we will fall back on the higher page limit and accept up to 50 pages in a response.
2) Please elaborate if the 50% of services required to be in-house services by the prime firm is based on scope of work or fee allocation. We would like to request that the 50% requirement be removed and state that the primary firm is responsible to manage and coordinate with any associate firms if applicable.
A: The nature of the scope of the assessment may require a responding firm to engage multiple consultants to accomplish the scope. We are agreeable to eliminating the requirement the applying firm shall perform a minimum of 50% of the services in-house and enabling the primary firm to utilize associate firms to the extent needed.
3) Please confirm if the proposal response shall not exceed 30 pages? And if the covers, back covers, forms, and dividers are part of the page count?
A: Given that conflicting information regarding the page limit was provided in the RFQ, we will fall back on the higher page limit and accept up to 50 pages in a response. In this case the total of 50 pages does include covers, back covers, dividers, and anything else included in the response.
