1. The 1st Special Operations Contracting Squadron at Hurlburt Field Air Force Base, Florida intends to establish a Firm Fixed Price contract for Restroom Trailer Cleaning Services.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA441720Q0128.
5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective 5 June 2020, Defense Acquisition Circular, and Air Force Acquisition Circular.
6. In accordance with FAR 19.502-2, a Total Small Business Set-Aside, North American Industry Classification System (NAICS) code for this solicitation is 562991 – Septic Tank Related services with a size standard of $8 M.

7. The contractor shall provide Trailer Restroom Cleaning Services in accordance with the Statement of Work (SOW). The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the date and place of the period of performance.

8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020) and the addendum, applies to this acquisition.
Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jun 2020) The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; TIME
SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS;CAGE CODE; TELEPHONE
NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT
TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein. Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”
9. “Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the government’s review. Price Factor and Past Performance: Step 1: Evaluate all quotations for responsiveness. Step 2: Rank all responsive quotations based upon Vendor’s Total Evaluated Price (TEP). Step 3: Evaluate lowest price Vendor’s past performance until an acceptable rating is achieved or evaluations exceed the standard deviation of pricing received in response to this RFQ. Step 4: Make a Best-Value decision based on performance evaluation and a determination that the price is fair and reasonable.
The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the government to exercise option(s). The government also intends to evaluate an option under FAR 52.217-8. The evaluation will assume that the prices for any option exercised under FAR 52.217- 8 will be at the same rates as those in effect under the last exercised period of performance.
Total Evaluated Price (TEP) is the price of the base period of performance, and all option period of performances(to include the extension under clause 52.217-8) added together.
The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.
Interchanges: The government intends to award a purchase order without interchanges with respective vendors/quoters. The government however, reserves the right to conduct interchanges if deemed in its best interest.
10. FAR Provision *52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 20), with its Alternate I (Oct 14), applies to this acquisition.
Vendors must be actively registered in the System for Award Management (SAM); the website is https://www.sam.gov/ at time of quote submittal. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 2020), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
11. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
