About this file

This is a Questions and Answers document issued by the State of Florida Department of Management Services, Division of Real Estate Development and Management, addressing inquiries related to RFQ REDM2526-09 for engineering services in mechanical, electrical, and plumbing (MEP) disciplines. The RFQ seeks qualified firms to provide comprehensive MEP engineering services for projects throughout Florida, with services spanning heating, ventilation, air conditioning, building control systems, plumbing, fire protection, power systems, lighting, fire alarm systems, facility assessments, cost estimates, and life cycle cost analysis for both new construction and renovation projects. The solicitation anticipates multiple awards to qualified firms. Questions were due by March 10, 2026, at 5:00 p.m. Eastern Time, with answers posted by March 17, 2026. Proposals are due April 2, 2026, at 4:00 p.m. Eastern Time, with interviews of top-ranked firms (minimum of three) scheduled for May 14, 2026. The base contract term is three years with a two-year renewal option, and the anticipated contract start date is August 31, 2026. Individual task orders cannot exceed $7.75 million in value. Responses must be submitted on thumb drive in Adobe PDF format with one unrestricted copy and one redacted copy if confidential information is claimed.

Key qualifications and requirements include current Florida licensure and registration for responding firms and all identified subconsultants at the time of submittal. No minimum years in business requirement exists, and prior experience with the Department of Management Services or other state agencies is not required. Firms should identify only those services anticipated to be performed under the continuing contract and may demonstrate relevant experience through key personnel's prior projects with other firms. Evaluation criteria include office location proximity to the project region, previous fee volume for state work, current workload capacity, proposed staff experience and qualifications, relevant design experience, and ability to perform contract delivery. Fire protection and low/medium voltage services cannot be prime disciplines under this contract. The procurement does not identify set-aside designations or restrict responses to particular enterprise categories, and no incumbent vendors or current contractors are specified in the available documentation. Responses must include a letter of interest, Professional Qualifications Supplement (Form AE12a, Rev. 09/2021), GSA Standard Form 330 (both Parts I and II), current Florida professional licenses, and certifications regarding federal funds compliance and Florida statute adherence.
