About this file

This document is the Final Results notice from the Florida Department of Management Services, Division of Real Estate Development and Management, for RFQ REDM2526-09, which sought engineering services for mechanical, electrical, and plumbing (MEP) disciplines throughout the Central Florida region. The procurement required qualified firms to provide comprehensive MEP engineering services including HVAC, building control systems, plumbing, fire protection, power systems, lighting, fire alarm systems, facility assessments, cost estimates, and life cycle cost analysis for both new construction and renovation projects. The RFQ process included a questions deadline of March 10, 2026, with responses due April 2, 2026, at 4:00 p.m. Eastern Time. The Department conducted interviews and presentations with top-ranked firms on May 14, 2026, with an anticipated contract commencement date of August 31, 2026. The contract was designated as a continuing contract with ongoing work anticipated beyond the initial term.

The Department of Management Services recommended three firms for approval: Akin Brooks Engineering, McKim & Creed, Inc., and OCI Associates, LLC dba CMTA. The solicitation did not identify set-aside restrictions or incumbent vendors. Responding firms were required to be currently licensed and registered in Florida with corporations registered with the Florida Department of State, and submissions required a letter of interest, Professional Qualifications Supplement (Form AE12a), GSA Standard Form 330, project listing with relevant experience references, current Florida licensing documentation, and various federal compliance certifications. The State reserved the right to reject all responses, cancel the procurement, or execute contracts with one or more firms following negotiations under Florida Statutes Section 287.055, which permits multiple award selections. No specific award value or budget range was disclosed in the available documentation.
