About this file

This document is a Questions and Answers (Q&A) response file for Request for Qualifications (RFQ-REDM2425-08) issued by the Florida Department of Management Services for Construction Management Services in Northeast Florida. The document addresses six key questions from potential bidders regarding the procurement, covering topics such as bonding requirements, subsidiary company experience, project references, personnel qualifications, and proposal submission details. The RFQ seeks construction management firms to provide continuing contract services for facility improvement projects, with project values ranging from under $100,000 to $7,500,000.

The procurement requires firms to submit a letter of intent from a surety company authorized in Florida, willing to provide 100% Payment and Performance Bonds up to $7,500,000 per project. Notably, the Q&A clarifies that referenced projects must be constructed in the United States, and while subsidiaries can reference parent company experience, the evaluation will focus on specific qualifications outlined in Sections 9, Numbers 6 and 7 of the proposal. The document emphasizes that the bond requirement is not a financing requirement, and firms can demonstrate experience through personnel qualifications and certifications, with no explicit restrictions on team member nationalities at the proposal submission stage.

Assuming that the proposal is submitted by a subsidiary and considering that the parent company is an international firm with subsidiaries in various countries and extensive global experience, we would like to inquire whether the subsidiary may relate the parent company’s relevant experience in its response.

We appreciate your clarification on this matter.
