About this file

This document is a Questions and Answers (Q&A) response from the Florida Department of Management Services for RFQ-REDM2425-08, pertaining to Construction Management Services for the Northeast Florida region. The Q&A clarifies key bidding requirements, including the need for firms to provide a letter of intent from a surety company willing to issue 100% Payment and Performance Bonds up to $7,500,000 per project. The document addresses six specific questions from potential bidders, covering topics such as bonding requirements, subsidiary company qualifications, project experience, and personnel credentials.

The Q&A response provides critical clarification on several important procurement details. Specifically, the document confirms that: referenced projects must be constructed in the United States, subsidiaries can reference parent company experience, company experience can be demonstrated through personnel qualifications, and there are specific documentation requirements in Section 9, Numbers 6 and 7 of the proposal. The responses emphasize that the $7,500,000 bond requirement is a bonding condition, not a project financing requirement, and that firms have flexibility in demonstrating their qualifications through parent company and personnel credentials.

1.

Would you be so kind as to clarify the bold and italic portions for us?

Is the contractor expected to finance the project upfront? “All firms submitting a response must provide a letter of intent from a surety company authorized to do business in the State of Florida on its letterhead, indicating their willingness to provide a 100% Payment and Performance Bonds in the amount of $7,500,000.00 per project.

This is a bond requirement, not a financing requirement.

2.

Based on our understanding, when a company submits a proposal as a subsidiary, it is permitted to reference the experience that the parent company has.

We kindly request your confirmation as to whether our interpretation is correct.

Yes.

3.

Assuming that the proposal is submitted by a subsidiary and considering that the parent company is an international firm with subsidiaries in various countries and extensive global experience, we would like to inquire whether the subsidiary may relate the parent company’s relevant experience in its response.

We appreciate your clarification on this matter.

Yes.

4.

Based on our understanding, the referenced projects may have been executed in any country, as long as they are comparable in scope and size. In other words, it is not a requirement for the referenced experience to be within the United States.

We kindly request your confirmation as to whether our interpretation is correct.

Relevant projects should list projects constructed in the United States.

5.

Based on our understanding and in accordance with standard bid processes in the United States, company experience may be demonstrated through the qualifications and certifications of the personnel representing the company.

We would appreciate your confirmation as to whether this interpretation is accurate.

Yes. The firm must provide the required information in Section 9, Numbers 6 and 7.

6.

Based on our understanding, the proposer may include personnel of any nationality, and there is no requirement for the proposed team members to hold specific certifications, permits, or authorizations to work in Lee County at the time of proposal submission.

We kindly request your confirmation as to whether this interpretation is accurate.
