About this file
This document is a Questions and Answers (Q&A) response form for RFQ-REDM2425-03, issued by the Florida Department of Management Services (DMS) for Architectural-Engineering Services in the South Region. The solicitation seeks qualified firms to provide continuing architectural and engineering services, with firms expected to indicate their internal capabilities and potential subcontracting needs. Presentations will be conducted via Teams Meeting, and while LEED certification will be project-dependent, DMS typically uses the architectural firm as the primary design contract. The document provides clarity on various bidder questions, including team composition, subconsultant requirements, and contract participation guidelines.
The geographic scope covers multiple counties in southern Florida, as illustrated in the attached map, which color-codes different regional zones. The procurement is not required to comply with the Florida Statute 295.187 Veteran Opportunity Act, and prior experience with DMS is not mandatory for qualification. Importantly, firms are encouraged to participate in both the Architectural-Engineering continuing contract and the Construction Management Continuing Contract simultaneously. The solicitation emphasizes flexibility, with DMS indicating that during a Continuing Contract, selected firms may be tasked with multiple projects having varied needs and requirements, and no specific project count or historical project information was made available to potential bidders.
