About this file
This document is a Request for Quote (RFQ) issued by the Illinois Department of Insurance (DOI) for radio advertising services to promote health insurance enrollment during the sixth federal Open Enrollment Period (OE6) from November 1, 2018 to December 15, 2018. The DOI, through its Get Covered Illinois (GCI) unit, seeks a radio group to provide advertising services, including placement, purchase, and payment to radio stations across Illinois, with a focus on the Chicago, Springfield, and Carbondale markets. The DOI requires a minimum of 75 15-second radio reads per week over the 6-week open enrollment period, with the script to be provided by the DOI. The deadline for submitting quotes is 4:00 pm on October 2, 2018.
The RFQ outlines the pricing structure, which includes the cost for advertising services over the 6-week period and a placement, purchase, and payment consulting fee. The DOI reserves the right to reject all offers, award by item or group of items, and waive minor defects. Vendors must agree to partial shipments in case of delays, provide only new products, and not bill for any taxes unless accompanied by proof that the State is subject to the tax.

| The Illinois Health Insurance Marketplace (HIM), a unit within the Illinois Department of Insurance (DOI) doing business as "Get Covered Illinois" (GCI), seeks to encourage residents of Illinois to enroll for health insurance coverage on the Health Insurance Marketplace during the sixth federal Open Enrollment Period (OE6; Nov. 1, 2018 - Dec. 15, 2018) using radio advertising. To this end, GCI has developed marketing messages which GCI wishes to deliver to its targeted audiences of uninsured Illinois consumers. GCI seeks the services of a radio group who can position themselves to meet GCI's specific business and outreach needs. Services would begin up to two weeks prior to the enrollment period and would end December 15, 2018 or at the close of the extended enrollment period, if applicable. |
Bidder will facilitate the placement, purchase and payment to radio stations with statewide coverage across Illinois but with greater emphasis in Chicago, Springfield, and Carbondale markets.
