REV. 2 – 7.20.2023

I. Introduction, Purpose and Intent

This solicitation is being conducted pursuant to Texas Government Code Chapter 2254. Dallas County (County) is accepting Statement of Qualifications (SOQ) from firms who are interested, qualified and have the experience, capability and the track record to provide Professional Services for Geotechnical Engineering and Construction

Materials Testing Services for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract.

The Request for Proposal (RFQ) allows County to qualify firms for specific Professional Services. The County intends to select eight (8) firm(s) as a result of the RFQ. In order to assist with new projects, County will assess the selected firm(s) on a rotational or qualifications basis as necessary for a given project. The selected firms may be awarded projects that are managed by Dallas County Public Works. This is a solicitation for Professional

Services for a single project or multiple projects over the period of five (5) years. The firm’s response to the RFQ will be the basis of determining the qualifications to perform the professional services in accordance to the

Professional Services Procurement Act (Texas Government Code Chapter 2254).

This RFQ is the first step in a two‐step process for selecting one or more firms each Respondent’s Statement of

Qualifications will be evaluated to determine whether it is responsive and each Respondent will be evaluated to determine whether it is responsible. The RFQ provides the information necessary to prepare and submit

Qualifications for consideration and initial ranking by the County.

In the second step of the process, Interviews, the “most” qualified respondents will be requested to attend an interview with the County Evaluation Committee to confirm the Qualification submittal and answer additional questions. The County Evaluation Committee will then rank the remaining respondents in order to determine one or more of the “most” qualified respondents.

The County will enter into negotiations with up to eight (8) of the highest ranked Respondents in an attempt to negotiate an Agreement at a fair and reasonable price. If negotiations are unsuccessful with the highest-ranking

Respondents, County will formally end such negotiations and enter into negotiations with the next ranked

Respondents. This process will be followed until County is able to successfully negotiate an Agreement or determines to cancel this solicitation.

All firms proposing to provide geotechnical studies and construction materials testing services for County projects must:

1. Be qualified as consultants as required by law for the services proposed.

2. Must have a minimum of five (5) years’ experience in providing Geotechnical Engineering, Materials

Testing and Inspecting Services

3. Be capable of providing the in‐house personnel and services indicated in the basic services required. This

RFQ for Statement of Qualifications provides Material Testing Firms with sufficient information to enable them to prepare and submit their SOQ for Dallas County Professional Quality Assurance Material

Testing Services.

4. The work associated with this RFQ will be for all Quality Assurance Material Testing Services associated with projects being constructed for Dallas County Public Works.

5. Texas Licensed Professionals with superior background, training, and qualifications, meeting all requirements of this RFQ.

6. Registered or licensed in the State of Texas as required by law. Only individual firms or lawfully formed business organizations may apply.
