About this file
This is a Request for Qualifications (RFQ) for a Progressive Design-Build (PDB) project delivery contract for military construction at Altus Air Force Base, Oklahoma.
The U.S. Army Corps of Engineers (USACE), Tulsa District, seeks a Design-Build Team to deliver the FY28 KC-46A Aircraft Beddown Infrastructure Program consisting of three facilities: an Aircraft Maintenance Hangar ($109M), a Multipurpose Hangar ($104M), and a Simulator Facility Phase 4 ($22M). The total program is not-to-exceed $235,000,000 and will be awarded as a Firm-Fixed-Price Other Transaction (OT) Agreement for Construction under Title 10 U.S.C. § 2808a. The NAICS code is 236220 (Commercial and Institutional Building Construction) and the PSC code is Y1BZ (Construction of Other Airfield Structures). The Government intends to award a single OT for all three projects but reserves the right to award separate OTAs based on funding and program needs.
The competitive selection process consists of two steps: (1) Statement of Qualifications (SOQ) evaluations, with a target of three highly qualified teams invited to participate in (2) Pitch Presentations serving as the final competitive evaluation. Design-Build Teams must be registered in SAM.gov with a valid UEI and demonstrate bonding capacity of at least $300,000,000 for Performance and Payment Bonds. The solicitation utilizes a qualifications-based selection methodology prioritizing proven past performance, team merit, and technical approach rather than detailed construction pricing at the initial stage. Phase 1 (Design and Pre-Construction Services) will involve collaborative design development, site investigations, and open-book cost estimating. Phase 2 (Full Design and Construction) will be added by modification upon negotiation of a fair and reasonable FFP or GMP at a future design milestone. An off-ramp provision allows the Government to discontinue the relationship if fair and reasonable pricing cannot be achieved, with the Government retaining design rights. SOQs are due 13 October 2026, with pitch presentations scheduled for 30 October 2026 and Phase 1 award anticipated by 31 December 2026. Cybersecurity requirements equivalent to CMMC Level 1 apply, and Congressional authorization and Military Construction appropriations are required before construction activities commence.

GOALS /
OBJECTIVES
DESCRIPTION / KEY FOCUS AREAS
Collaborative Project Development
Facilitate early and continuous collaboration between the design-builder, stakeholders, and the Government to jointly develop the program’s design, costs, and schedule in a collaborative, solutions-focused environment.
Innovation, Speed, and Flexibility
Leverage the OT framework to emphasize speed, innovation (in materials, methods, and delivery), and optimal mission outcomes to assist in rapid mobilization once funds are available, and to complete the program in a timely manner to reduce the impact to current mission operations.
Qualifications-Based Selection
Prioritize the selection of a Design-Build Partner based on proven past performance, team merit, and technical approach rather than detailed construction price proposals at this initial stage.
Risk Management and Feasibility
Ensure the chosen team has a deep understanding of complex Military Construction (MILCON) requirements, coupled with proactive risk identification and mitigation strategies.
Integrated Team Execution
Establish a cohesive Progressive Design-Build (PDB) team structure (including Prime, Designer of Record, Key Subcontractors, and the Government) that demonstrates clear reporting lines, continuity, and collaborative execution capabilities.
mailto:julie.s.hill@usace.army.mil mailto:daniel.a.foyil@usace.army.mil
1.3 The total program amount for this award, including Phase 2 design, construction, and commissioning activities, should not exceed $235M. Statements of Qualifications, Pitch Presentations, and the selected Design-Build Team’s post-selection Phase 1 Proposal must demonstrate a credible approach to developing and delivering the project within this affordability constraint. The Government will not require a competitive Phase 2 construction price, GMP within a fixed price model, at the time of initial selection.
1.4 The Government intends to utilize a Progressive-Design-Build (PDB) project delivery method. This approach emphasizes early collaboration, qualifications-based selection, open-book pricing, and shared risk management between the Government and the Design-Build Team.
1.5 The Government reserves the right to:
1.5.1 Suspend, cancel, or modify the RFQ, requirements, evaluation approach, schedule, or selection process, at any time, with notice of material changes to affected Respondents.
1.5.2 Engage in communication(s) with one or more respondents, individually or collectively, as often as necessary to understand or evaluate a Response.
1.5.3 Request and consider additional information obtained through responses, communications, pitch presentations, or other exchanges conducted as part of this process.
1.5.4 Select none, one, some or all Design-Build Team(s) for Pitch Presentations or subsequent phases.
2.0 ACRONYMS AND DEFINITIONS
• A-E (Architect-Engineer): The licensed professional, firm, or team responsible for the planning, design, and technical drawings/specifications for the facility.
• CUI (Controlled Unclassified Information): Information that requires safeguarding or dissemination controls pursuant to and consistent with applicable law, regulations, and government-wide policies, but is not classified under Executive Order 13526 or the Atomic Energy Act, as amended.
• FFP (Firm-Fixed-Price): A pricing structure where the price is not subject to any adjustment on the basis of the design-builder’s cost experience in performing the contract. This places maximum risk on the design-builder and provides full responsibility for all costs and resulting profit or loss.
• GMP (Guaranteed Maximum Price): A pricing structure commonly used in Progressive Design-Build where the parties collaboratively develop the design, scope, and pricing prior to establishing a final construction price. Guaranteed Maximum Price will consist of an estimated cost of the work, allowances, and contractor contingency.
Once negotiated and incorporated into the Agreement through a modification, the GMP functions as a Fixed Price commitment for the defined scope of work. The Design- Builder assumes the risk for completing the work within the negotiated GMP and is generally responsible for cost overruns, except for Government-directed changes, differing site conditions, or other authorized modifications that formally adjust the GMP.
• Model OT Agreement Template: The Government’s baseline OT agreement template that will be provided as Attachment 4. The Model OT Agreement Template identifies anticipated terms and conditions for the resulting Phase 1 OT Agreement and future Phase 2 modification, as applicable. The final agreement will be completed after selection and negotiation with the selected Design-Builder.
• Off-Ramp: Refers to a contractual mechanism that allows the Government to discontinue the Progressive Design-Build relationship if a fair and reasonable GMP or FFP for construction cannot be achieved. Upon off-ramp, the Government retains rights to the completed design to continue the project through another delivery method or design-builder.
• Open Book: A transparent cost estimating methodology used during the Progressive Design-Build process where the Design Builder shares complete, detailed, and auditable cost information with the Government. This includes, but is not limited to, direct and indirect costs, subcontractor quotes, and fee structures, for the purpose of collaboratively validating and negotiating a final construction price.
• OT (Other Transaction) Agreement: A legally binding instrument other than a standard contract, grant, or cooperative agreement. OTs are not subject to the Federal Acquisition Regulation (FAR) and provide significant flexibility in tailoring the procurement process and terms to the needs of a project.
• PDB (Progressive Design-Build): A two-stage project delivery method where the owner selects a Design-Build team based on qualifications. The team then works collaboratively with the owner during "Phase 1" to develop the design and establish a price for "Phase 2" (final design and construction).
• Post-Selection Phase 1 Proposal Instructions: The instructions issued only to the selected Design-Build Team after completion of the competitive selection process. These instructions identify the information required to support negotiation of the Phase 1 Design and Pre-Construction Services OT Agreement, which may include proposed scope, level of effort details, fee, schedule, assumptions, and related proposal information. This document is not a competitive Step 2 evaluation attachment.
• SAM (System for Award Management): The official U.S. government website where all entities must be registered to do business with the federal government.
• UEI (Unique Entity Identifier): The 12-character alphanumeric identifier assigned to all entities (public and private companies, individuals, institutions, or organizations) who register to do business with the federal government in the System for Award Management
(SAM).
• USACE (U.S. Army Corps of Engineers): The federal agency, acting as the engineering and construction agent for the Department of Defense, responsible for managing this solicitation and the resulting OT.
3.0 THE PROGRESSIVE DESIGN-BUILD (PDB) PROCESS
The PDB model is a collaborative project delivery approach in which the Government, designer, and constructor work together from the early stages of design to refine scope, reduce risk, and improve cost and schedule certainty. Under this OT, the process will be executed in two parts:
3.1 Phase 1: Design and Pre-Construction Services
• Scope: The selected Design-Build team shall collaborate with the Government to advance the design, perform site investigations, validate and refine project requirements, and develop progressively more detailed cost and schedule information.
• Design Advancement: This phase will begin at award with the initiation of the design and will continue through an agreed-upon design milestone to establish a fixed price model for construction.
• Purpose: The purpose of Phase 1 is to progress the project design, resolve key technical and scope issues, and align the parties on identified risks with a common path forward before establishing the final construction price.
• Open Book Costing: During Phase 1, the Design-Build Team shall develop a transparent, "Open Book" cost estimate, sharing subcontractor quotes, labor, equipment, material, and detailed pricing data to support cost reconciliation and scope validation with the Government to inform the final construction price.
• Pricing & Negotiation: Upon completion of the agreed design milestone(s) in Phase 1, the Design-Build Team will submit a formal price proposal for Phase 2 based on the "Open Book" cost model. The Agreements Officer will lead a formal negotiation with the Design-Build Team to finalize a fair and reasonable price.
• Award: If the parties successfully negotiate a fair and reasonable price, the Government may modify Phase 1 OT to authorize the awardee to complete the Phase 2 final design and construction activities.
3.2 Phase 2: Full Design and Construction
• Scope: Phase 2 consists of the completion of the final design and all physical construction activities required to deliver the fully functional facility.
• The Off-Ramp: The Government is not obligated to award Phase 2. The OT includes an off-ramp provision allowing the Government, if unable to reach an agreement on a fair and reasonable price for Phase 2, a lack of sufficient funds, or any other reason determined (in its sole discretion), to use the completed design and associated project information to pursue another acquisition approach, including a competitive solicitation for final design completion and construction.
4.0 OTHER TRANSACTION (OT) PROCESS
The Government will conduct a two-step qualifications-based competitive selection process to identify the most advantageous Design-Build Team for this PDB project. The competitive selection process consists of Statement of Qualifications evaluations and Pitch Presentations. The Pitch Presentations will serve as the final competitive evaluation step.
4.1 Statement of Qualifications Submission and Evaluation
Interested Design-Build Teams shall submit a Statement of Qualifications (SOQ) in accordance with Attachment 1. The Government will evaluate SOQs to identify the most qualified Design-Build Teams to proceed to the Pitch Presentations.
4.2 Pitch Presentations - By Invitation Only
A target of three of the most highly qualified Design-Build Teams based on SOQ evaluations will be invited to participate in a Pitch Presentation in accordance with Attachment 3. The Pitch Presentation is the cornerstone of the evaluation, moving beyond a paper-based assessment to a direct evaluation of the team's expertise, problem-solving abilities, and collaborative chemistry. The Government will request project specific information management plans addressing design management, problem-solving capability, risk awareness, open book pricing validation, collaboration, and pre-construction staffing. The objective is to select a Design-Build Team that demonstrates a plan that will provide the greatest value to the Government in terms of cost, schedule, performance, and design excellence.
The Government will select the most advantageous Design-Build Team based on the totality of the Statement of Qualifications and Pitch Presentation evaluations.
