(a) The Government will award a firm-fixed price purchase order (PO) resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors (listed in order of descending importance) shall be used to evaluate offers:

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. (End of provision)

Understanding of the SOW should show in the quotes with the offer of a logical approach to achieve the requirements.

• Ability to meet all requirements of SOW

• Compatibility with RPMS

The pricing shall be inclusive of all fees including any applicable city, state, federal, and local taxes and other miscellaneous costs associated with the above services. There is a “Fillable Table” or vendor may submit quote in their own format. Pricing should be good for at least 90 days. EVALUATION

Evaluation procedures to be conducted IAW FAR Part 13.106-2 – Evaluation of quotations or offers. The Government will perform a comparative evaluation of technical capability, past performance and pricing. Technical capability and past performance, separately or combined, are more important than price. An award will be made based on a best-value basis.

The technical evaluation shall be a determination based on information furnished by the vendor in the submitted offers.

The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.

One Firm-Fixed-Priced (FFP) purchase order will be made on a best-value basis; both price and other factors considered.
