Failure to submit a complete financial documents package or rate sheet may result in termination of negotiations.
C. After the financial documents and rate sheet have been received, DWR will begin to review the documentation to ensure the documents are complete and requested reimbursement is appropriate. Discussions with the most qualified applicant regarding the submitted financial documents, rate sheet, and resumes will occur after DWR’s review in order to determine a cost that is fair and reasonable to the State. Any missing documentation or comments from DWR will need to be resolved timely; see Section X, Time Schedule. If DWR is unable to successfully negotiate a cost agreement with the most qualified Firm, negotiations will begin with the next most qualified Firm, and so on. If DWR is unable to negotiate a fair and reasonable cost with any Firm, DWR may elect not to award the contract and may elect to proceed with a new solicitation.
D. Unsuccessful Firm’s will be notified by DWR following award of the contract.
E. Nothing in this RFQ shall require DWR to award a contract.
VIII. SOQ Conditions
In addition to Section V, Selection Criteria and Section VI, Evaluation Process, the following SOQ conditions apply:
A. Firms must keep the interview selection, interview content, most qualified selection, and contract negotiations confidential until the contract is awarded.

I. DESCRIPTION OF SERVICES:
The Contractor will provide the Department of Water Resources (DWR), Division of Safety of Dams (DSOD), with one technical expert for hydrologic engineering services to serve as a member of a technical review board (herein referred to as the Board).
DSOD is undertaking a comprehensive review of its internal hydrologic engineering procedures in support of its regulatory responsibilities under the California Dam Safety Program. The Board will independently review and provide written and oral recommendations regarding DSOD’s internal Hydrology Manual, proposed hydrologic policies, technical methodologies, and engineering practices related to the safety and performance of jurisdictional-sized dams.
The technical expert will:
a) Participate in all scheduled Board meetings.
b) Work cooperatively with the other Board members.
c) Provide technical review of documents provided by DSOD as part of the Board’s review process.
d) Contribute to the Board’s deliberations and preparation of review comments.
e) Collaborate with the other Board members to prepare draft and final reports documenting the Board’s review.
A. Primary Services
Board members will collaborate with DSOD’s engineering staff through structured meetings, technical discussions, and written review reports to ensure DSOD’s hydrologic framework remains technically sound, transparent, and adaptable to evolving hydrologic conditions and scientific advancements.
The Board will provide the following services:
a) Kick-off Meeting
The Board and DSOD will hold an initial virtual Kick-off meeting. The Kick-off meeting will be scheduled after all Board member contracts have been awarded and signed, following coordination with DSOD. During this meeting, DSOD will present the charge and technical questions to the Board and provide access to relevant documents for their review.
b) Document Review and Research
The Board will perform a technical review of documents provided during the Kick-off meeting and conduct research into DSOD’s hydrologic policy, methods, and practice. The Board may also review, and research documents related to hydrologic practices in other regulatory agencies and other countries, as judged appropriate.
The Board will conduct internal discussions amongst its members, applying professional hydrologic and engineering expertise throughout the review process to identify potential areas for technical improvement or clarification.
The Board may provide DSOD with a list of questions and technical topics they would like to discuss and have addressed in the In-Person Meeting at least 14 calendar days before that meeting. The Board may include a draft list of preliminary recommendations based on its technical assessment.
c) In-Person Meeting
The In-Person Meeting will take place approximately three to four months after the Kick-off meeting. The meeting will be held at DSOD’s Conference Room in Sacramento, California, and may last one to two days. DSOD will brief the Board on its hydrologic practice, policy, and methodology.
This meeting will include time for open discussions between the Board and DSOD and for questions. The Board may hold a closed-door session to deliberate and may provide DSOD with initial feedback and to discuss its draft recommendations. The Board may compile a list of additional information requests either during the meeting or shortly thereafter for subsequent review.
d) Draft Report
Within 30 calendar days after the In-person Meeting, the Board will provide DSOD with a draft report that will contain a list of recommendations. DSOD will review the draft report and provide the Board with a list of comments as needed. The intent of DSOD’s review is to have an opportunity to provide clarifications or corrections and is not intended to change the Board’s opinions or findings.
The Draft Report will be considered an engineering document prepared under the direction of qualified Professional Engineers, summarizing the Board’s technical analyses, findings, and engineering recommendations consistent with applicable professional standards and practices.
e) Briefing to DSOD
The Board will conduct a technical engineering briefing to DSOD summarizing its findings and recommendations after DSOD’s review of the draft Report.
This briefing can be conducted virtually and within 14 calendars days after the receipt of DSOD’s review comments.
f) Final Report
The Board will prepare a Final Report and submit it within 30 calendar days following the briefing to DSOD.
B. Ancillary Services
