(14) Offers submitted in response to this solicitation shall include technical capability, past performance information, and pricing.

(i) FACTOR I – TECHNICAL CAPABILITY. Provide an offer demonstrating your firm’s capability to provide the services required in the Performance Work Statement (Attachment 1). Address the following criteria:

(A) Sub-Factor 1A – Service Plan: In general terms, describe the method, or combination of methods to be utilized to accomplish all the work required in Attachment 1. Include how each task will be accomplished, work rate, and number of employees to be appointed.

(ii) FACTOR 2 – NON-TECHNICAL CAPABILITY. Provide an offer demonstrating your firm’s capability to provide the services required in the PWS.

(B) Sub-Factor 2A – Relevant Past Performance: Provide no more than five (5) awarded contract samples during 2020-2024 similar to the scope and complexity of this requirement that clearly demonstrates your company’s past performance record. Do not submit contract samples outside of this date range. Failure to comply with these instructions will result in your quotation package being non-responsive to the requirements of solicitation and it will be rejected.

(C) Sub-Factor 2B – Price: Price and submit the Base+Option Years in the Schedule of Items.

Submission with your quotation package will satisfy this evaluation factor for award.

(15) A site visit has not been scheduled for this requirement. Offerors are however encouraged to conduct their own research into the area, this research is at the offerors own expense and is not reimbursable by the government. If a site visit is desired, contact the technical POC as provided in the Schedule of Items section.

(16) All amendments to the solicitation will be posted at www.sam.gov. Acknowledge receipt and understanding of all amendments to this solicitation by signing/returning only Page 1 of each amendment, if any, with your quotation package.

It is the offeror’s responsibility to confirm receipt of the offer.

(18) The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.

ADDENDUM to FAR 52.212-1(f), Late Submissions, Modifications, Revisions, and Withdrawals of Offers:

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)

(a) The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(A) Sub-Factor 1A – Service Plan;

(B) Sub-Factor 2A – Relevant Past Performance; and

(C) Sub-Factor 2B – Price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
