RFQ Number: N6227120Q1065 Description: Power Amplifier Set-Aside for Small Business

Solicitation N6227120Q1065 is issued as a request for quotation (RFQ).

This is a COMBINED SYNOPSIS/SOLICITATION for a power amplifier and is prepared in accordance with the information in FAR Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a total small business set-aside.

Description of Product / Service:

Background/Introduction:

Acoustics is the primary means of remote sensing in the ocean environment. To generate sound, high voltage signal amplifiers are required to drive acoustic transducers. The Naval Postgraduate School has an immediate need for a high voltage power, high voltage signal amplifier to drive mid-frequency (1kHz to 10 kHz) to high-frequency (<60kHz) transducers.

Minimum Technical Requirements/Salient Characteristics:

A power amplifier that is capable of providing a high voltage source signal is requested. This power amplifier must:

- INPUT POWER: Use standard 120 V, 15A NEMA 5-15-P power service (input power)

- INPUT SIGNAL: Accept line level, 1Vpeak, input signals

- OUTPUT SIGNAL: Output signal level to 1000Vpeak

- AMPLIFIER GAIN: Voltage gain of x1000, such that a 1Vpeak (line level) signal input yields

1000Vpeak output signal

- Slew rate of 1000 V per microsecond or greater

- Capable of transmitting narrow bandwidth signals up to 60 kHz.

- Produces output signal that is in-phase with input

- Capable of driving both reactive and resistive loads

- 1000:1 (i.e., 1/1000) voltage divider of the output signal. This monitor output allows safe observation of the high voltage signal fidelity/distortion to ensure proper amplifier operation.

- Current monitor with 0.1V /mA of output

- Short circuit protection

- Isolated high voltage connectors in rear of unit

- High voltage cutoff switch (on/off) in the front of the unit

- Isolated high voltage connections recessed for safety.

- Amplifier mounted in a standard 19” rackmount chassis

Should alternate vendor submissions include step-up transformer solutions (such as a 250V power amplifier and a 1:4 step-up transformer to achieve 1000V output):

- Transformer must be fully enclosed in a 19” rackmount chassis if not integrated within the power amplifier chassis

- The high-voltage (transformer output) signal must also provide a 1000:1, line level monitor signal (voltage divider) for safe observation of the generated high voltage signal

- Amplifier output / transformer input cabling must be properly shielded and isolated from chassis for safe operation

- Optimally tuned frequency band of 1-5kHz for 1,000V peak output levels for the G34 target transducer.

Delivery / Period of Performance:

Delivery within 60 days from date of award.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87-1 and DFARS Publication Notice 20160325. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.

The NAICS code is 334220, with a small business size standard of 1250.

Submission Deadline:

This announcement will close at 11:00 AM PST on 04/09/2020. All responsible sources may submit a quote which shall be considered by the agency. Quotes shall be submitted prior to the submission deadline to the NPS Contracting POC.

Vendor Questions:

Vendor questions shall be submitted by e-mail to the NPS Contracting POC listed.

Evaluation: Lowest Price Technically Acceptable – Award will be made to the lowest-price technically acceptable offeror, proposing a solution that meets all of the minimum technical requirements specified. The Government intends to make award based on the initial quote received.

System for Award Management:

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award.

Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

Volume 1 – Technical Capability The Technical proposal shall consist of the sections as detailed below. The contractor must use the same numbering scheme for the sections as the ones used below. The technical quote shall be divided into the sections for each of the below factors. There is no page limit for each factor. The total page limit for the Volume I – Technical submission is 20 pages, with 12-point font, and at least 10-point font in any diagrams.

Volume II – Cost/Price Price proposals shall be firm fixed price and in accordance with CLIN structure provided below. Provide one price proposal, without alternate price arrangements, with sufficient information to allow for a detailed evaluation. Price quotations shall be firm fixed price and in accordance with CLIN structure provided below. NPS requests responses from offerors for the following:
