No overtime compensation will be authorized, all costs must be built into the fully burdened rates provided.

3. Definition – Fully Burdened Labor Rate: A fully burdened labor rate is defined as the Contractor’s hourly labor rate inclusive of all indirect costs, overhead, general & administrative expenses, fringe benefits, profit, and any other cost elements necessary to perform the work. o Assistant/Administrative (if applicable):

5. Material and Parts Mark-Up (Pass-Through): Submit a proposed fixed percentage mark-up that may be applied to commercially procured parts and materials used in unscheduled or emergency repairs (ONLY). This percentage must be separate from labor costs and will be evaluated for price reasonableness at the time of award.

o The markup must be industry standard and justifiable.

o No tiered markups will be accepted; the markup must remain fixed for the duration of the contract

II. POST-AWARD ESTIMATE SUBMISSION FOR UNSCHEDULED REPAIRS

52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price

Basis for Award Award will be made to the lowest price technically acceptable offeror who is an authorized reseller of Hawthorne Power Systems. Only the firm-fixed pricing for scheduled preventative maintenance services will be evaluated for award. Unscheduled/emergency labor rates and parts markups are required for post-award ordering purposes but will not be used in determining award selection.

Quotes must include the following to be considered technically acceptable:

•Firm-fixed pricing for scheduled preventative maintenance, in accordance with the requirements defined in this Statement of Work.
•Fully burdened labor rates for both regular and emergency unscheduled repairs, submitted by labor category (e.g., Senior Technician, Technician). No lump-sum or quantity-only rates will be accepted.
•Defined labor categories corresponding to submitted labor rates.
•A proposed fixed percentage markup on commercially procured parts and materials applicable only to unscheduled or emergency repair efforts.
•A written statement of compliance with all post-award estimate submission and cost documentation requirements outlined the PWS/SOW

Technical Capability/Understanding:

· Experience: A proven track record of providing maintenance services for the printer models

· Qualifications: Technicians with the necessary training, certifications, and experience to perform the maintenance

· Understanding of Requirements: Vendor demonstrates a clear understanding of the maintenance needs and the types of problems with the printers

· Maintenance Plan: A detailed maintenance plan outlining the services to be provided, the frequency of maintenance, and response times

Technical Evaluation Ratings Rating Acceptable: Submission clearly meets all requirements of the solicitation

Rating Unacceptable: Submission does not clearly meet all requirements of the solicitation

If the technical submittal is determined “Unacceptable”, it renders the entire quote technically unacceptable.

Price/Cost Evaluation

· Price will be evaluated for reasonableness

· Cost Breakdown: For unplanned parts/repairs costs of labor, parts, travel, etc.

Clarification of Evaluation

· Labor rates and parts markups will be reviewed for price reasonableness only and will be incorporated into the contract as fixed ceiling rates for ordering purposes.

· These values will not be scored or compared as part of the price evaluation for contract award.

Failure to provide the required structure and documentation will result in the quote being deemed nonresponsive and ineligible for award.

(b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
