This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice.

This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov.

The RFQ number is N0060425Q4091. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-04/Effective Date 06-11-2025 and DFARS Publication Notice, 17 January 2025.

At a minimum, the Quoter shall:

1. The Quoter shall complete and submit the unit price and total extended price of contract line item numbers (CLINS) 0001, 1001, 2001, 3001, and 4001 in the table above.

a. The place of performance shall be located within a fifty (50)-mile radius of Explosive Ordnance Disposal (EOD) Training and Evaluation Unit ONE (TEU-1) San Diego, CA 92147 (PWS Section 8.1).

b. The Contractor shall provide a laydown area for two (2) Government-furnished 10-foot x 8-foot standard shipping containers to store MESG-1 required range gear (PWS Section 3.1.8).

3. Include any additional discounts available to the Government.

Responsibility Determination: Quoters must be registered in the SAM database and Quoter Representation & Certifications shall be current to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.

Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation.

The Government is not responsible for late or lost submissions.

By submission of a quote, the contractor is affirmatively stating they take no exceptions to the Performance Work Statement (PWS) or any of the terms of the solicitation.

http://www.sam.gov/

Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government. Quotes will be evaluated to determine technical acceptability and price fair and reasonableness.

Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.

However, the perceived benefits of the higher priced quotation must merit the additional price.

When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.

Evaluation:

To be deemed technically acceptable, the Quoter shall meet the solicitation requirements and demonstrate a good probability of success in meeting the performance requirements as stated within the PWS. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance requirements as stated within the PWS.

The Quoter’s submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy. The total evaluated price will be calculated by adding the totals of the base year, all option years, and half the value of Option Year Four (4). Half the value of Option Year Four (4) is representative of FAR Clause 52.217-8, Option to Extend Services, which allows the Government to extend services up to six (6) months within the limits and at the rates specified in the purchase order.

Questions:

All questions must be submitted to Ms. Rachel Tamashiro via e-mail at rachel.m.tamashiro.civ@us.navy.mil no later than 3:00 PM (1500 hours) Hawaii Standard Time (HST) on Friday, 18 July 2025.
