About this file
This is a Request for Quote (RFQ) for conference support services for the 2026 Supply Corps Senior Leadership Symposium (SCSLS). The Naval Supply Systems Command (NAVSUP) is soliciting proposals to host and manage a four-day senior leadership conference in the National Capital Region during either October 27-30, 2026 or November 3-6, 2026. The solicitation is set aside for Women-Owned Small Businesses (WOSB) and uses a firm-fixed-price pricing model. Quotes are due by March 13, 2026 at 2:00 PM EDT and should be submitted via email to jessica.a.thompson58.civ@us.navy.mil. The Government reserves the right to award to a contractor other than the lowest-priced offeror based on a tradeoff between technical approach, past performance, and price, with technical and past performance weighted as more important than cost.
The Performance Work Statement requires the contractor to provide comprehensive conference support for approximately 275 attendees (60 local day-commuters and 215 requiring overnight lodging) at a self-contained facility capable of handling all lodging, food service, and meeting needs. Key requirements include lodging accommodating 75 rooms from Monday through Friday; three breakout sessions on Tuesday (for O-6 Selects, Senior Executive Service members, and Flag Officers); a main symposium Wednesday through Friday; dining facilities serving breakfast, lunch, and dinner; and conference infrastructure including one main ballroom (seating 275 in classroom style), four breakout rooms with varying capacities (25-75 people), IT/AV support with standing podium, wireless microphones, projectors, and technicians available within five minutes of session times. The facility must also provide complimentary high-speed internet, smoke-free rooms, complimentary parking, a 24-hour fitness center, shuttle service to regional airports (IAD, BWI, DCA), and accommodate 24-hour onsite security. Lodging rates must comply with federal per diem limits ($23 breakfast, $26 lunch, $38 dinner, $5 incidentals as of January 6, 2026), and all meals are billed to individual guest rooms at these rates. Award is expected in FY 2027 pending availability of funds.
