Chiller/Heater for Thermal-Vacuum Chamber
United States Naval Academy Aerospace Engineering
Department Space Systems Engineering Lab
1. Background
The United States Naval Academy (USNA) is significantly improving its current plasma research and education program through procurement of a characterization and testing system centered around a thermal-vacuum chamber. Through the Space Systems and Engineering Laboratory (SSEL) and the Naval Academy Small Satellite Program (NASSP), USNA actively participates in space electric propulsion research. This plasma characterization and testing system shall be used to (i) provide hands-on education to the students participating in CubeSat-scale research projects and (ii) conduct advanced space plasma propulsion research. One of the core components of this system is a thermal-vacuum chamber to characterize, test and qualify (for launch) small satellites and miniature electric propulsion thrusters, and to perform basic plasma physics experiments. The thermal-vacuum chamber shall be an institutional resource available for faculty and student research projects in all Engineering Departments USNA Divisions.
The chamber features a thermal plate that shall be cooled or heated by a chiller/heater to perform satellite characterization in a relevant environment. The chamber shall be installed in room that shall feature electrical outlets (480V, 208V, and 120V), compressed air, and chilled water (< 55 F), as needed by the equipment.
2. Objective
The objective of the acquisition of the chiller/heater is to provide a complete, functional, and operational system that can heat or cool the thermal plate. Detailed requirements are outlined in the next section.
1. Thermal plate characteristics
The thermal plate to be cooled or heated has the following features:
- Dimensions o Length 34.5” o Width 37” o Height 1”
- Materials o 5000 series aluminum with OHFC copper tubing
The copper tubing has an outer diameter of 0.5” and a length of approximately 430”.
2. Cooling / heating cycle
The cooling and heating specifications are shown in Table 1.
Quantity Minimum Maximum Expected temperature range (°C) -50 150 Heating cycle schedule (°C/min) 2 N/A Cooling cycle schedule (°C/min) 2 N/A Temperature control accuracy (°C) 0.05 0.15
If the proposed solution exceeds a temperature schedule of 5°C/min, the chiller/heater shall be able to be controlled such that the temperature schedule in °C/min is limited to 5°C/min. For example, if the proposed unit is physically able to provide a heating schedule of 10°C/min from -50°C to +150°C, then the unit shall have a controller that can clamp the heating schedule to 5°C/min to avoid thermal-shock of any device-under-test.
The total heating time from the minimum to the maximum temperature shall be less than
1.5 hours.
The total time cooling time from the maximum to the minimum temperature shall be less than 1.5 hours.
3. Chiller / heater system
The chiller/heater system shall:
- Have an input electrical power that uses 480 V, 3 phase
- Be water-cooled to reduce operational noise
- Feature a controller so that a plate temperature may be specified and achieved
- Function in standalone fashion without any additional external resources beyond electrical input and water-cooling input
- Use a silicone-based working fluid o Cooling is not to be performed with liquid nitrogen
3. Scope
The scope of this effort is the acquisition of a chiller/heater and associated accessories.
4. Task requirements
This contract shall purchase a chiller/heater system that fulfills the outlined requirements.
5. Deliverables
The contractor shall deliver a chiller/heater system, which consists of
N0018925Q0375
- one chiller/heater combination unit,
- all necessary working fluid(s) and refrigerant for proper operation of the unit,

All elements of the complete chiller/heater combination system shall fulfill the requirements outlined in Sections 1 and 2.
6. Payment
Payment for the equipment shall occur via the WAWF payment system.
7. Delivery Date
The delivery date is expected to be before September 30, 2025.
