GENERAL INFORMATION:
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Total Small Business Competition The North American Industry Size Classification System (NAICS) code associated with this requirement is 811210, Electronic and Precision Equipment Repair and Maintenance.
The Small Business Size Standard associated with this NAICS is $34M
This requirement is being set aside for 100% Total Small Business Competition. Offerors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7.

INSTRUCTION TO OFFERORS
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract. The Government intends to award a hybrid Firm Fixed Price (FFP) and Time and Materials (T&M) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.
2. All questions, concerns, or requests for clarification for this RFQ shall be submitted electronically to Candace Noel, candace.noel@bep.gov and Samuel Lopez, samuel.lopez@bep.gov by Friday, February 7th, 2025 at 10:00AM, Eastern Time (ET). No phone calls are permitted. Questions received after this date and time may not be responded to by the Government. All emails shall be clearly labeled in the subject line of the email with the RFQ KeyPer Cabinets and Server Maintenance.
3. Quotes shall remain valid for a period of not less than 90 calendar days after the Quote due date.

4. This acquisition is being conducted according to FAR part 13. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part 15.
5. Reference to offers, offerors, or proposals in this acquisition shall be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include:
Request for Proposals (RFP), De-briefing, Discussions, Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).
EVALUATION CRITERIA
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote provides the Lowest Price Technically Acceptable, in accordance with FAR 13. The use of FAR 15 is not applicable to this solicitation, or any award resulting from this solicitation.
Quoters must satisfy the requirements described in the Performance Work Statement (PWS), as well as other Request for Quote (RFQ) requirements.
Quotes shall be reviewed, evaluated, and awarded in accordance with the evaluation criteria identified in this document. Quotes that take exception to any requirement, state assumptions or impose requirements not in or contrary to the solicitation or otherwise qualify the Quote shall not be considered and shall be deemed unacceptable for award.
Quotes shall be evaluated on the factors listed below. The Quoter shall submit sufficient information, description, quantities, and technical specifications in the quote for the Government to make a comprehensive evaluation of its capability in providing the requirements listed in the solicitation. Quotes submitted by vendors must meet characteristics presented in the RFQ to be deemed technically acceptable.
For evaluation purposes, the Government will evaluate selections based on the lowest priced quote, and then determine technical acceptability. If the lowest priced quote is not technically acceptable, then the next lowest offer will be evaluated.
Factor 1 – Technical Factor 2 – Price
Solicitation Requirements (Terms and Conditions) Quoter's are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoter's must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award.
For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): https://www.sam.gov/SAM, prior to submitting a quote, IAW FAR
4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted.
Quoter's are advised that their quotation may exceed the requirements of the PWS, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint.
Factor 1 – TECHNICAL
Each offeror must submit a requirements analysis of the performance work statement (PWS), demonstrating an understanding of the context, objectives and potential impacts which may occur as a result of performing under this contract. The Government will evaluate whether the proposed quote meets the minimum qualifications listed in the PWS. Quoter must provide procedures to be taken for remote maintenance, on-site maintenance, and steps to be taken by the offeror to secure transportation to and from the DCF and WCF in accordance with the Federal Travel Regulation when on-site maintenance is requested. Offeror must provide procedures for parts acquisition and shipment to the designated facility. The Offeror shall be judged as to how well the requirements, as stated in the PWS are met.
Technical capability statement shall not exceed 4 pages.
Combined Technical/Risk Rating Method:
Table 1. Combined Technical/Risk Rating Method Rating Description Acceptable Quote meets requirements and risk of unsuccessful performance is no worse than moderate.
Unacceptable Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.
* NOTE: If a Quoter is determined “Unacceptable” under Factor 1 – Technical Approach and Capability, the Quoter’s quote will be considered Unacceptable overall, shall not be further evaluated, and will not be considered for award.
Factor 2 – PRICE
Total Evaluated Price:
The total evaluated price (TEP) is calculated by adding the base price and all options of the price sheet above and submitted in the quote. To determine the TEP, the Government shall use the unit price for CLINs 4001 and 4002 to determine the price for the option covered under FAR 52.217-8. This price shall be added to the Evaluation of proposed CLIN prices constitutes evaluation of the rates used for options exercised under this clause.
Options - The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract.
The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance.
The price factor will not receive a rating, but the evaluated price must be found to be fair and reasonable in order to be eligible for award as indicated in Factor 3 - Price. The pricing evaluation will be based on price analysis techniques found in FAR 15.404-1 Proposal analysis techniques to determine if they are fair and reasonable. If a Quoter’s price is not found to be fair and reasonable, the Quoter will not be eligible for award.
