About this file
This is a Questions and Answers document for RFQ-ITS 1208, issued by the California Department of Forestry and Fire Protection (CAL FIRE) for a Learning Management System (LMS) and Records Management System (RMS) modernization project. The RFQ seeks a comprehensive solution to replace the current Target Solutions platform from Vector Solutions, which has been in use for twenty years and houses over one million training records across approximately 17,500 active users and 30,000+ total user accounts. The project requires migration of all historical data with indefinite retention, integration with nine or more systems including CAL FIRE's in-house HRIS (PACMANS), Microsoft Office products, Samba Safety, ImageTrend, KnowBe4, CalLearns, Jones & Bartlett, and Ondaro, with phased implementation targeting a full go-live date of January 1, 2027. The RFQ due date is March 27, 2026, at 2:00 PM PST, and CAL FIRE anticipates making a selection decision before the end of fiscal year (June 30, 2026). The contract will be fixed-price, with both the incumbent contractor and new bidders eligible to compete. A phased rollout is preferred, with 25 to 40 in-person training sessions anticipated statewide, and presentations will be conducted both virtually and in-person.
Pricing must be submitted using the modified Exhibit C Cost Worksheet, with all licensing costs and travel expenses included in hourly rates or line items rather than as separate reimbursable expenses. The estimated budget range has not been disclosed. Licensing costs must be included in both initial implementation and maintenance and operations line items, and optional years should reflect reduced maintenance and operations pricing rather than full implementation costs. The contractor must provide either a SaaS solution or vendor-hosted cloud environment with FedRAMP or SOC 2 Type II certifications; AWS GovCloud or Azure Government are not required, nor is data residency in California mandatory. All staff must be United States-based with no offshore resources permitted. Key technical requirements include support for unlimited custom user profile fields, logical data segregation in multi-tenant environments, offline capability for up to 6-8 hours with approximately 500 maximum concurrent offline users, native mobile app or mobile web support, video storage within the platform or secure cloud storage, and uptime measurement tools provided by the contractor. CAL FIRE will conduct security audits 1-2 times per year and retains ownership of all data while the contractor retains ownership of pre-existing platform intellectual property; no HIPAA compliance or Business Associate status is required, though the department may store sensitive PII in the system in the future.

Questions Received: 3/6/26 3:17 PM
a. Question 1: Exhibit C - Cost Worksheet
The Cost Proposal Template provided appears to be structured based on a Time and Materials pricing model. As a global leader in Software as a Service (SaaS) solutions, our pricing model typically consists of a one-time implementation and system configuration fee, and an annual cost structure covering User Licensing, System Hosting, and Client Support.
b. Would CALFIRE be open to accepting an alternative pricing template tailored specifically to SaaS offerings? Alternatively, if the existing template must be used, would it be acceptable to submit a supplementary pricing schedule that reflects our SaaS pricing model—while ensuring the totals align with the provided Cost Proposal Template—and include a detailed explanation?
A: Yes, Exhibit C - Cost Worksheet may be modified to accurately detail all costs.
c. Question 2: Exhibit A, 7.0 - Solutions Requirement
d. It is our understanding that each requirement marked as "M" (Mandatory) represents essential features that must be included. Subsequently, all Requirements have been marked M. In the event that a proposal does not fully meet one or more Mandatory requirements, will CAL FIRE still consider the submission for evaluation? Additionally, if the response to the above is no, would
CAL FIRE be open to considering explanations or alternative solutions proposed by the vendor to address such mandatory requirements?
A: This can be evaluated on a case-by-case basis and yes, we will look at alternative solutions if provided and it meets the same intent
e. Question 3: General Submission Question
f. We appreciate the detailed requirements provided, which clearly outline the needs of CAL FIRE.
Based on our understanding of the needs of CAL FIRE, we believe there are additional features and functionalities that could enhance the success of the project. Would CAL FIRE be open to considering optional additional features or modules for evaluation, provided these are not mandatory to fulfill the core requirements of the RFQ?
A: Yes
Questions Received: 3/6/26 3:19 PM
1. Could you share any information or guidance regarding the anticipated budget range for this project?
A: This information will not be released at this time
2. What are the top mission outcomes CAL FIRE expects from modernizing the LMS/RMS, and how will success be measured in the first 12–24 months?
A: Useability and it will be measured in survey format
3. Which capabilities are in scope for “Learning” vs “Records Management,” and where do they overlap?
A: They need to be fully integrated and will overlap throughout the experience.
4. Can you define the offline operating model: which user roles must work offline, for how long
(hours/days), and what data must be available offline?
A: Users can expect to be offline possible for 6-8 hours during testing sessions or field drills. Would not think that in a given day there would be more than 500. To be determined what data must be available
5. Is a native mobile app required/preferred, or is mobile web acceptable if offline needs are met?
A: Native app would be nice but mobile web is acceptable.
6. For in-app video capture/upload, what file sizes/formats, retention expectations, and privacy constraints apply?
A: To be determined.
7. Regarding the migration of 1M+ historical learning objects, what are the current format(s) of historical training materials, 2) Average file sizes, and 3) Number of items?
A: To be determined
8. What is the “older Ione Program database” platform/structure, and are there data dictionaries and export utilities available?
A: Working with IT, should be CSV files, but more To be Determined
9. List required integrations and label each as Go-live vs Phase 2, with available interface methods
(API/SFTP/etc.). (Which other CAL FIRE computer systems does it need to “talk to” on day one, and which can wait until later?)
A: CAL FIRE’s HRIS (PacMans or Azure Active Directory): Day 1
Microsoft Office products: Day 1
Samba Safety: Day 1
Imagetrend: Phase in
KnowBe4.com: Phased in the first 6 months
CalHR – CalLearns: Phased in the first 6 months
Jones & Bartlett Learning: Day 1
Ondaro: Phased on over the first 12 months
10. Can CAL FIRE provide migration sources, anticipated data volumes/retention (incl.
attachments/video), and acceptance/sign-off criteria.
A: They will not be provided at this time, for the acceptance criteria that is described in Exhibit A Section
10.0 Acceptance Criteria
11. Can CAL FIRE confirm required security & accessibility standards and required evidence (e.g., assessments/VPAT) plus an expected approval timeline. (What security and accessibility rules must we meet, what proof do you need, and how long does approval take?)
A: The State Administrative Manual (SAM) Section 5300 includes the minimum security and accessibility rules that vendors must meet in addition to the SOW requirements. All assessments are described in
Exhibit A Section 14.0 Security And Confidentiality. Approval timelines vary. California Department of
General Services
12. Which AI-enabled use cases are most desired (recommendations, automation, analytics), and what is explicitly out of bounds?
A: To be determined.

A: This information will not be provided at this time.
14. What “future applications” are likely in the next 24 months (so we can design an integration pattern accordingly)?
A: We do not currently have planned future applications for integration. Our department is growing and changing so rapidly that we want the option to discuss integration with new data platforms the department may start utilizing.
15. Who are the primary reporting personas, and what are the top 10 must-have reports/dashboards at go-live?
A: We would like expired and completion reports/dashboards for mandated training as well as training event seat openings that need to be filled.
16. What are the expectations for the custom reporting tool (self-service authoring, calculated fields, scheduling, row-level security)?
A: At a minimum the reporting tool should support self-service report authoring which allows users to create and modify reports without requiring vendor support. It should support calculated fields, filtering and data aggregation and the ability to schedule and distribute reports to designated users. This will require security controls so users can only access data they have been granted access to.
17. Can CAL FIRE clarify if non-United States resources are permitted for customer support of the LMS platform, if they are not on the core delivery team?
A: No, non-United States resources are not permitted.
18. To support an efficient, cost-sensitive delivery model consistent with common practice across
California state agencies, would CAL FIRE permit offshore development resources if all data remains within the United States?
A: No, offshore development resources are not permitted.
