Specific reagent kits and consumables are identified with estimated annual quantities, including AST test kits, GN test kits, GP test kits, verification standards, diluents, and related supplies. The contract requires delivery and installation of equipment, preventive maintenance (semi-annual on-site visits), 24-hour technical support, emergency repair/replacement services within 48 hours, software updates, and training for government personnel. The system must interface with MHS Genesis with an active Authority to Operate (ATO) demonstrating compliance with Defense Health Agency cybersecurity and Risk Management Framework requirements. Delivery and invoicing must occur within 7-10 days of request, with monthly invoicing for items delivered. The contract covers one 12-month base period (October 1, 2026 through September 30, 2027) with four 12-month option periods thereafter. The solicitation is set aside for Women-Owned Small Businesses (WOSB) and includes a 10 percent price evaluation preference for HUBZone small business concerns. Quotes are due by 2:00 PM Eastern Time on August 31, 2026, submitted via email to the Contracting Officer and Contract Specialist. Evaluation will be based on product compliance, ATO compliance, service summary, and price, with the Government selecting the quoter providing best value. Payment will be made via Wide Area WorkFlow (WAWF) using the DoDAAC HQ0490 for the paying office and HT0788 for inspection and receipt.
