The Federal Bureau of Investigation (FBI), Laboratory Division (LD) is issuing this Request for Quotation (RFQ) to solicit interested vendors for the purpose of entering into an agreement to provide the below listed services.

Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ.

Quotes shall be valid for at least 30 days after the closing date of the solicitation.

Quotes Shall Be Submitted No Later Than: May 22, 2020 05:00pm EST/EDT and emailed to the contracting officer at albolton@fbi.gov Quotations/offers sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.

SPECIFICATIONS

The FBI Laboratory has a requirement to purchase services for the inspection and certification of chemical fume hoods, laminar flow hoods, class two recirculating Bio-Safety Cabinets (BSC), class two ducted BSCs, and associated alarms located at four different Laboratory Division facilities. The contractor shall provide annual inspections, label each hood and provide an electronic or printed copy of the results (pass/fail) of each hood annotated with fixes made to the variable air volume (VAV) boxes, alarm, or other associated peripheral.

Contractor shall:

· be accredited by the National Sanitation Foundation (NSF)

· be accredited or meet the standards put out by the National Environmental Balancing Bureau (NEBB)

· follow and adhere to the requirements set for the in current editions of OSHA 1910.1450; ANSI/AIHA Z9.5; ANSI/ASHRAE 110 and manufacturers’ specifications

The contractor will make recommendations on the need to remove and replace HEPA filters associated with the BSCs, then make accommodations to perform decontamination, removal, and replacement, at a later date. These specific costs will be absorbed by the LD on a case-by-case basis and should not be included in the quote.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3)As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. 2) that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

(b) By submitting a response to this solicitation, the offeror represents that, as of the date of this offer –

1) the offeror is not a corporation convicted of a felony criminal violation under any Federal or State law within the preceding 24 months; and,

2) the offeror is not a corporation that has any unpaid Federal or State tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.

System for Award Management (SAM) Requirement Ensure your firm is registered in System for Award Management (beta.SAM.gov) - All vendors shall be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses and contact information. The Electronic Funds Transfer (EFT) banking information on file in SAM will be what the FBI uses to process payment to your organization. If the contractor does not maintain an active registration in SAM, payments will be held until registration is reactivated. The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM.

EVALUATION FACTORS

Award shall be made to the offeror whose quotation, conforming to this solicitation, certifications, as well as the attached Statement of Work, is determined to be Responsible; Lowest Price Technically Acceptable. The award will be based on the firm fixed price quote with NET30 payment terms. By submitting a quote to this RFQ, you agree to all the terms listed in the RFQ. All RFQ terms and conditions trump any information listed on the vendors quote. All invoices will be submitted to an email address given to the awardee at the time of the award.
