Statement of Work 5/4/2020
FEDERAL BUREAU OF INVESTIGATION
STATEMENT OF WORK
1. Introduction Background Funding is necessary to provide for the annual inspection and certification of hoods and alarms located throughout the Laboratory Division (LD) facilities. The following standards prompt inspection and certification:
OSHA 1910.1450; ANSI/AIHA Z9.5; ANSI/ASHRAE 110
Testing is carried out to ensure that hoods operate with a certain face velocity and are able to capture and contain contaminants for which the hood was designed. Ultimately, hoods and biosafety cabinets (BSCs) are utilized as engineering controls to provide for the protection of the LD user.
Hoods are located in the following locations: Quantico, VA (2); Stafford, VA; Huntsville, AL Scope This is a contract to provide funding for inspection and certification of chemical fume hoods, and the associated ALNOR alarms, laminar flow hoods, class 2 recirculating BSCs, class 2 ducted BSCs, and associated alarms of each located at Laboratory Division (LD) facilities (Lab Bldg., Bldg. 12, ORC-Fredericksburg, and Huntsville (HSV) – TEDAC.
Objectives To inspect/adjust/certify hoods/alarms on an annual basis in all locations in accordance with current requirements. Hoods are typically engineered to be operated between 60-100 fpm at a 16 inch sash height for chemical fume hoods.
Requirements/specifications This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Task Descriptions The contractor will inspect, adjust, certify all hoods and biosafety cabinets and their associated alarms and will work with facilities employees as necessary to adjust associated variable air volume (VAV) boxes to reach the proper flow, face velocity, and static pressure, as appropriate.
The contractor will make recommendations on the need to remove and replace HEPA filters associated with the BSCs, then make accommodations to perform decontamination, removal, and replacement at a later date. These specific costs will be absorbed by the LD on a case-by-case basis.
Position Qualifications Contractors must have escorted access to LD facilities and will need to go through a Security Limited Background Investigation.
Place of Performance The primary place of performance will be at FBI Laboratory Division facilities in Quantico, VA, Fredericksburg, VA and Huntsville, AL.

Hours of operation Not applicable Deliverables The Contractor shall perform annual inspections and appropriately label each hood, and provide an electronic or printed copy of the results (pass/fail) of each hood annotated with fixes made to the VAV, alarm, or other associated peripheral.

Government Furnished Equipment or Information Not applicable Security Requirements Contractors will need to obtain escorted access for all LD facilities.
Government Representatives Contracting Officer Representative The COR will be identified via letter of COR delegation authority issued by the Contracting Officer (CO) for this contract. The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the contract effort, filling in details or otherwise furnishing information necessary to accomplish the SOW; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the SOW, the CO will issue such changes.
Contracting Officer The CO is the appointed authority to bind the Government to the extent of the authority delegated. Direction that will modify the scope, schedule, terms and conditions, funding, or any other action that may modify the agreement as originally entered into with the Government must be given only by the CO.
