SECTION C - DESCRIPTIONS/SPECIFICATIONS/WORK STATEMENT

C.1. IDIQ Scope of Services

This IDIQ covers a broad range of services that HHS may require to support effective broadcast, streaming and video production operations. The primary objective of this IDIQ is to provide a mechanism whereby all Department of Health and Human Services Office of the Secretary, Operating Divisions and Staff Divisions (Op/Staff Divs), and other federal agencies can identify and implement video production at various and defined levels of quality. These services include, but are not limited to: webinars, on-demand content, and HD film-style and live productions; Audio/Visual support for clients in HHS facilities and elsewhere in the United States. This agreement also provides, as requested, professional technical support for video, AV and IT systems within the HHS production environment. At times, a single work order may contain both AV support and video productions. All supplied services shall fully leverage current technologies and result in the most efficient operation possible. For example: for simple one- or two-camera productions in the studio, the TD position should be able to shade cameras and start the record devices. Operational efficiency must be a primary goal along with quality of the final product.

This IDIQ shall provide a flexible mechanism to respond quickly to the varying video production and Audio/Visual support requirements of HHS and its programs, and other federal agencies.

The vendor shall supply services such as providing production support for studio-based live and recorded programming; field-based live streamed and recorded programming; ENG and EFP production support; post-production services to include, but not limited to non-linear editing, audio sweetening; still and motion graphics, transcoding and delivery. Many of the video and audio products must be accessible through dynamic delivery of Web and mobile content in varying aspect ratios and formats.

The GFE shall have first priority use for all tasks. Any other non-GFE used must first have approval from the COR or designate.

C.2. IDIQ Program Services

The HHS Video Production IDIQ Task orders will vary in scope and will include timeframes that may involve short deadlines and a need for immediate staff augmentation.

C.3. Technical Requirements

The technical requirements of this IDIQ include the following Task Areas to which individual or any Operating or Staff Division of the Department of Health and Human Services, and other federal agencies may issue multiple Task Orders. The performance objectives listed below are intended to define the typical areas or types of services required. If other services not listed in this clause or contract document are required the contractor and COR must bilaterally determine the need and agree on the price and process before performance of the task:

Performance Objective 1: Surge Support and Large-scale Projects

Performance Objective 2: Video Systems and Audio/Visual Maintenance, and Major/Minor System Upgrades and Integration

Performance Objective 3: IT Support for Security, Video and A/V Operations, and Business Operations

Performance Objective 4: Day-to-Day Video Production Operations; Day-to-Day Audio/Visual support; Day-to-Day Post-production and Delivery of Products; Day-to-Day equipment maintenance, upgrades and technical support.

The Task Order will direct the location of the work to be either at the contractor’s site, a non-government remote location, at an HHS location, or other federal facility.

C.4. Performance Objectives

During the life of the contract, the contractor shall provide services under the following task areas; some tasks may include multiple objectives. All tasks and objectives will use either government-supplied resources, as available, or contractor-supplied resources as necessary to perform the task. These tasks and the level of effort shall be delineated in the individual task orders. See Attachment D for historical data on level of effort.

C.4.1. Performance objective 4: Surge Support and Large-scale Projects

The Contractor shall provide the requested personnel for short-term or long-term projects.

Short-term shall mean a half-day to multiple weeks; long-term shall mean services lasting more than four consecutive weeks. From time to time, the government may require a concentrated focus for quick, dynamic delivery of program support, engineering and content. In these instances, the Federal FTE involved in the event or project, in consultation with the Contractor shall determine the amount of surge or ramp up support needed. At times, an entire project may require all surge support, and that support may be housed outside of the HHS facilities, at the government’s determination.

Contractor may be tasked to provide ramp-up services and support. Tasks under this performance objective (C.4.1) may be used in conjunction with resources from other objectives and may include, but are not limited to: additional or specialized video production services, post-production or AV services; integration of new equipment and techniques into current workflows; large-scale productions (video and AV) of various styles and requirements; IT support; installation of new system software and hardware capabilities; work plans and cost estimates.
