MARFORSOC G6 Facility IT/AV Project (Building RR432)

Marine Corps Forces Special Operations Command, (MARFORSOC) has a requirement to Acquire/Install new IT Infrastructure and Audio-Visual Equipment and Cabling in Building RR432. As per the below Objectives, this requirement will include acquisition and installation of all specified Network Cabling (Classified/Unclassified), Cabling support Infrastructure Ladder/Cable Tray systems, Telecommunication Racks, Backboard, Telephony Equipment, and classroom Audio Visual equipment and materials. This project will have four (4) key objectives outlined below:

1. OBJECTIVE #1 – Telcom Cable Tray/Ladder Rack Infrastructure: Vendor will install all Telecom Cable Tray systems per TIA/EIA, DOD, MCI-EAST 27-10, and MARFORSOC standards. Any discrepancies will be resolved/determined by the onsite MARFORSOC Technical Representative.

1.1 Cable Tray Requirement: Provide two (2) network cable tray systems. One (1) cable tray system will be dedicated to the Unclassified (Unclass) network cabling, and one (1) cable tray system will be dedicated to the Classified (Class) cabling.

1.2 Cable Tray Minimum Size: The standard Cable Tray dimensions recommended will be no less than the industry standard 8” W x 2” H in size. Cable Tray system should be of adequate size/dimensions to support the quantity of network cables at a fill ratio of no more than 40% (see Network Cable requirements below section 1.2).

1.3 Ladder Rack/Cable Tray Separation: A separate Ladder Rack and Cable Tray system will be installed per classification of network. Each system will maintain no less than 12” separation between networks throughout the entire pathway.

1.4 Cable Tray/Ladder Rack Installation: Vendor will provide a “WIRE MESH” cable tray system throughout the building to facilitate maximum routing of both Classified and Unclassified Network cables. The cable tray system will be installed in a “stack” configuration, with the Classified tray on top and unclassified on the bottom. The cable tray system will be suspended from the ceiling structure (vendor must provide method of suspension). Both cable tray/ladder rack systems/Sections will be Bonded and connected to an approved ground that terminates to existing TMGB (Back Board) using stranded 6 AWG are copper cable. Government Proposed Cable Tray “Routing” and Network Drop locations:

2. OBJECTIVE #2 – Telcom Network Cabling: This space consists of classified and unclassified network cabling. All Telecom cabling will originate at the Telecom Rack/Ladder Rack locations (See Objective 3), and transition to the Cable Tray system, and terminated at the Government designated locations (See drawing above in Objective 1).

2.1. Telcom Cable Requirements: Vendor will utilize Category “6” or “6a” U/UTP Unshielded Twisted

Pair Network Cabling for all infrastructure wiring (Class & Unclass). At a minimum – Vendor will provide two (2) Class & Unclass drops per modular desk and work bench locations. Vendor will provide two (2) TV drops per IPTV location. All other locations (Walls, classrooms, etc), the vendor will provide a standard quad (four) jack set consisting of 4 drops per network classification. In special cases a MUTOA may be used/proposed.

2.2 Network Cable Quantities/Color (Est): Estimates are based on Government recommended Quad, Duplex, MUTOA, and power pole locations and density requirements. This is depicted in the drawing (below) as Triangles.

2.2.1 Unclassified (Color - Green): Total estimated QTY is 170 (Note: Blue/White cable may be used in place of Green)

2.2.2 Classified (Color - Red): Total estimated QTY is 130

2.2.3 Cabling Standard: TIA 568A Wiring Standard

3. OBJECTIVE #3 – Telecom Racks, Components, and Backboard: Vendor shall provide and install two (2) 45 RU 19” rack mount lockable communications cabinets along wall where fire rated backer boards are installed (see Drawing in Objective 1). One (1) cabinet will house the MCI-East Fiber Patch Panel and Telephone Copper from Outside Plant (OSP) Entry locations. In this same Rack, the Unclass (NIPR) network Patch Panels (48 Port) will reside below the Fiber/Telephone terminations. The Second Rack will house the Classified (SIPR) network cabling Installation to 48 Port Patch Panels. Both Telecom Racks will have a minimum of a two (2) RU Cable Management tray between each patch Panel and contain at least one Power Distribution Unit (PDU) per Rack.

3.1. Unclass (NIPR) Rack Requirements:

3.1.1. Per the drawing locations in Objective 1, the vendor will install a 45RU lockable 19” Network cabinet with Cable Management trays and a PDU.

3.1.2. Fiber Patch Panel Enclosure: The fiber patch panel enclosure will be installed at the top of the 45RU rack. Vendor will terminate fiber using industry standard SC connections.

3.1.3. Copper Telephone Termination Block (50 Port): A single Krone Block will be installed beneath the Fiber Termination Panel.

3.1.4. Data Cable Patch Panel: Four (4) Siemen 48 Port Patch utilizing Siemen CT Couplers will be installed utilizing Green/White Icons/tabs. The use of “colored” Keystones is not a requirement but can be utilized.

3.2 Classified (SIPR) Rack Requirements

3.2.1 Per the drawing locations in Objective 1, the vendor will install a 45RU lockable 19”

Network cabinet with Cable Management trays and a PDU.

3.2.2 Fiber Patch Panel Enclosure: The fiber patch panel enclosure will be installed at the top of the 45RU rack. Vendor will terminate 12 Strands of Single Mode Fiber between the Unclass Fiber Enclosure to the Classified Fiber Enclosure using industry standard SC connections. The Pathway between the Rack locations will be a ladder rack system.

3.2.3 Data Cable Patch Panel: Four (4) Siemen 48 Port Patch Panels utilizing Siemen CT Couplers will be installed utilizing Red Icons/Tabs. The use of Colored Keystones is not a requirement but can be utilized.

3.3 Telecom Back Board: Vendor will provide void-free, interior grade A-C plywood 19 mm 3/4 inch thick 1200 by 2400 mm 4 by 8 feet as indicated by the space requirements. Backboards shall be fire rated by manufacturing process. Fire stamp shall be clearly visible. Backboards shall be provided on a minimum of one telecom wall, two adjacent walls, and anywhere mounting is needed in the telecommunication spaces. Telecom Back Boards must meet all Specifications outlined in the MCI-EAST Telecom UFGS 27 10 00.

3.3.1 All other Telecom Back board requirements for mounting TMGB, Telecom Terminations, etc, must comply with the UFGS 27 10 00.

4. OBJECTIVE #4 – Training Classroom Audio Visual/TV’s:

4.1 Provide two (2) professional Grade 65” LCD/LED monitors to be mounted on classroom front wall

(See drawing in “Objective 2). LCD/LED will be mounted with the center of the monitors approximately 72” AFF.

4.2 Audio Visual system will include installing a Video Switcher (i.e. 2x4 or 4x8 Shiny Bow) that will allow at least two inputs to two outputs via HDMI interfaces.

4.3 The Audio System will be via the LCD/LED TV systems.

4.4 Install Unclass duplex CAT6 cable behind monitors at 72” AFF.

4.5 Install power duplex behind monitors at 72” AFF.

5. OBJECTIVE #5 – IPTV Network TV’s:

5.1 Provide three (3) professional Grade 47” LCD/LED monitors to be mounted on walls in rooms 101,108, and 112 with locations to be designated by the Government . LCD/LED will be mounted with the center of the monitors approximately 72” AFF.

5.2 Install Unclass duplex CAT6 cable behind monitors at 72” AFF.

5.3 Install power duplex behind monitors at 72” AFF.

6. Period of Performance: The period of performance shall not exceed 180 days from date of contract award.

7. Place of Performance: Work shall be performed at specified work locations in G6 building RR432, Stone Bay, on MCB Camp Lejeune, North Carolina.

8. Contract Deliverables:

8.1 Vendor will conduct all cabling installation and provide all cable test reports using the Camp Lejeune MCI-East Standards and provide cable test results to the Government Technical Representatives prior to final commissioning. NOTE: Telecommunications installations, testing, and commissioning must be IAW TIA, MCI-East, and MARFORSOC standards.

8.2 Contractor shall update and maintain current “As Built” drawings and provide copies to the Government.

8.3 Contractor shall maintain and provide cable labeling schema to the Government.

SECURITY NOTICE: The Vendor is not required to maintain security clearances for work personnel. All personnel will be escorted by AC/S G6 technicians during normal work hours.
