About this file
This file contains pricing and subcontracting forms required for response to solicitation 140P2126Q0125 for disposal of hazardous waste at the former Odger's Petroleum site in El Portal, California. Form 3 requests supplemental price details organized by cost categories: contract support tasks (general administration, subcontractor management, project oversight, insurance, and post-award document preparation); site activities (mobilization, temporary controls, material consolidation); waste characterization sampling and analysis; material transportation; and disposal fees by waste type (petroleum products, petroleum-contaminated materials, drill cuttings, paint in liquid and aerosol forms, tires, and LPG cylinders). The contract will be awarded on a firm fixed-price lump-sum basis. Contractors must confirm all formulas before converting the pricing submission to PDF.
Form 6 addresses limitations on subcontracting applicable to this small business set-aside service contract. The form requires bidders to demonstrate compliance with the 50 percent subcontracting limitation under FAR 52.219-14, which restricts payments to non-similarly situated subcontractors to no more than 50 percent of the total contract value (excluding certain direct costs and work performed outside the United States). Contractors must report the total offered price, amounts to be paid to similarly situated and non-similarly situated first-tier subcontractors, and calculate participation percentages to verify compliance. The form requires identification of individual subcontractors and their contract amounts.

By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—(1) Services (except construction). (B) Work performed outside the United States on awards made pursuant to the Foreign Assistance Act of 1961, or work performed outside the United States required to be performed by a local contractor. |
