Four optional CLINs are also included: Option A for excavation of 23-24 tons of California hazardous waste, Option B for 23-24 tons of non-hazardous waste, Option C for additional confirmation soil samples (exercisable multiple times), and Option D for onsite archeological monitoring (exercisable multiple times in day increments). The submission requires completion of Forms 2 through 5, including detailed pricing, key personnel qualifications (Environmental Professional, Human Health Risk Assessor, Ecological Risk Assessor, and Regulatory Specialist with relevant CERCLA NTCRA experience), and a report demonstrating compliance with the 50 percent subcontracting limitations applicable to ISBEE set-asides.

FAR 52.219-14 (DEVIATION JAN 2026) excerpt: (e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—(1) Services (except construction). It will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding certain other direct costs and certain work performed outside the United States (see paragraph (e)(1)(i)), to subcontractors that are not similarly situated entities.
