PROJECT INFORMATION
I. Background
The Town of Farmington Fire Department provides fire, rescue, and emergency medical services throughout the Town of Farmington. Farmington is a combination fire department, staffed by a combination of both volunteer and career firefighters. Presently, we have 123 Firefighters in the Department. 114 are volunteer firefighters, and 9 are career firefighters who are on duty weekdays between 6am and 5pm.
In January 2025, the Farmington Town Council established an Ad Hoc Fire Station Committee to conduct a comprehensive reivew of the Town’s Fire Department facilies, evaluate the Town’s long-term financial forecast to recommend a project budget, identify the needs of the Fire Stations in Town, and work to propose a project scope for the formation of a Fire Station Building Committee.
The Ad Hoc Fire Sation Committee spent more than a year completing their charge and made a recommendation to the Town Council In May 2026, based on the Statement of Needs.
The Town Council established a Fire Station Buidling Committee with the following project scope:
a. Demolition and construction of a new East Farmington Fire Station on current site
b. Renovation of Farmington Fire Station with the Construction of an Addition for apparatus bays
c. Demolition and construction of a new Tunxis Hose Fire Station on current site
The Town Council set a project budget in the range of $30 million - $35 million.
The tentative high-level timeline for the completion of designs/cost estimates is as follows:
August 2026 RFQs published September 2026-October 2026 Architect/cost estimator selected.
October 2026- January 2027 Schematic design and estimates completed
Depending on the timing, the Committee will recommend a referendum date to the Town Council for approval. Options include holding a referendum with the Town budget in late April 2027, a stand-alone referendum on the project, or with the municipal election in November 2027.
II. Scope of Servies
Architect services will include, but not necessarily be limited to the following Pre- Referendum Services:
2. Use the Statement of Needs to develop schematic designs for the following:
a. Demolition and construction of a new East Farmington Fire Station on current site
b. Renovation of Farmington Fire Station with the Construction of an Addition for apparatus bays
c. Demolition and construction of a new Tunxis Hose Fire Station on current site
3. Cause the preparation of a third-party cost estimate based on the schematic design and consulting with trades for accurate estimates, including but not limited to demolition, electrical, HVAC, plumbing, fire protection, civil and site, elevator, roofing, masonry, hazardous abatement, and structural, etc.

5. Provide recommendations on the possible phasing of construction of the three Fire Stations in the manner that is most efficient for the Town.
6. Identify possible grant sources and utility incentives.
7. Adhere to the estimated timeline in this RFQ.
These objectives are an example of the items that shall be addressed but are in no way limited in scope to these alone. The selected design firm shall design solutions to address any and all issues and provide cost estimates for the same. It is imperative that the selected design team understand that they need to meet with town officials, Fire Department personnel, and staff to gain insight into the space needs, as well as future use and operation of the building as the design is developed to provide complete and thorough solutions.
It is the Town’s intent to proceed with the selected design firm for design completion post referendum, contingent on negotiation and mutual approval of contract scope, timing of services, and price. The Town reserves the right to terminate any agreement and solicit proposals for design completion if mutual agreement of the contract scope and price are not reached.
