The Government will award a single purchase order to the quoter whose quote conforms to the RFQ and is the most advantageous to the Government, price and other factors considered.

Factors being utilized to evaluate offers are:

Factor 1 – Technical Capability Factor 2 – Pricing

QUOTER’S PREPARATION INSTRUCTIONS: Provide one (1) electronic quote. The quote shall be submitted in two (2) parts: Part I –Technical Capability and Part II - Pricing.

The quote shall be clear, concise, and include sufficient detail for an effective evaluation, and no more than four (4) pages. Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such offer from consideration for award. The quote shall not contain any extraneous information such as advertisements or marketing material.

If five (5) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than five (5) quotes are received, the Government will then evaluate the five (5) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest.

If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of increasing total evaluated price, when the agency determines that none of the initial five (5) lowest priced quotes are qualified as acceptable. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ, in the absence of interchanges.

A. Factor 1 – TECHNICAL CAPABILITY: The technical quote shall be specific, complete and meet the criteria of technical capability. The following documents have been included to either complete as noted and/or provided as a reference to help quoters understand the Government’s performance standards and expectations:

Attachment-02 Statement of Work (SOW) Reference Attachment-03 Schedule of Services Quoter to Complete

This requirement is to provide internet service; therefore, the items offered must conform and meet technical capability the Government requires. The technical response shall demonstrate compliance with SOW and the attached Schedule of Supplies. The quoter must understand this requirement includes a Base Year (12-month service plan) plus two (2) Option Years (12-month periods).

The technical quote shall consists of the following sub-factors for Internet Services between Lackland Air Force Base (LAK) (Bldg. 1) and Randolph Air Force Base (RND) (Bldg. 990):

Sub-Factor 01 Internet Service at LAK (Bldg. 1) and at RND (Bldg. 990):

(1) Quoter must provide Product Data and/or Information on the Internet Circuits and any required auxiliary parts to provide Internet service at LAK and at RND. This requirement is to quote a minimum bandwidth of –

50 Mbps at LAK Bldg-1 (Primary Site) 30 Mbps at RND Bldg-990 with On-Demand increase during disaster recovery

(Alternate Site)

(2) Quoters must provide a date (lead-time) for the availability of the required circuits and parts. The date must include how much time would be required for shipment, delivery and installation.

Sub-Factor 02 Point-to-Point Dedicated Internet Service Line between LAK (Bldg. 1) and RND (Bldg. 990):

(1) Quoter must provide Product Data and/or Information on the Internet Circuits and any required auxiliary parts for the dedicated service-line from LAK to RND. This requirement is to quote a minimum bandwidth of –

1 Gbps at LAK Bldg-1 (Primary Site)

(2) Quoters must provide a date (lead-time) for the availability of the required circuits and parts. The date must include how much time would be required for shipment, delivery and installation.

B. Factor 2 – PRICING: Quoters are required to complete the attached Schedule of Services

(Attachment 2) unit prices and totals. Submission of a company’s pricelist or letterhead quote is not an acceptable substitute, and does not meet the requirement of this RFQ.

(1) Schedule of Services (Attachment 2) must be complete and a unit price shall be inserted for each Firm Fixed Price (FFP) Contract Line Item Number (CLIN) and shall be rounded to two decimal places. The extended amount must equal the unit price multiplied by the number/quantity of units. The basic performance period will then be added to the estimated total for each Option period to obtain the Total Evaluated Price. The Total Evaluated Price consists of the base and all options periods. The Government anticipates a fair market price; therefore, quoters are encouraged to apply all discounts in the attached Schedule of Services.

(2) The purchase order shall include two (2) 12-month option periods and FAR Clause

52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. In the event the Government requires continued performance, the Government’s evaluation of prices proposed will be evaluated based on current market pricing to determine reasonableness as applied to an extension of services.

(3) The Government intends to evaluate the pricing quotes based on Lowest Price

Technically Acceptable (LPTA) without discussions; however, this does not preclude the

Government from having discussions if it is in the best interest of the Government to do

so. In consideration, the quoter must provide a competitive fair market price, and the proposed prices are presented on the Schedule of Supplies.

52.212-1(g) Contract Award (not applicable to Invitation for Bids) is tailored as follows:

The Government intends to evaluate quotes and award a contract without interchanges with quoters. Therefore, the quoter’s initial quotes should contain the best terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

All quotes and correspondence will be submitted to via email to the following:

Sandra Smith, Contract Specialist Linda M Johnson, Contracting Officer Email Address: sandra.smith.24@us.af.mil Email Address: linda.johnson.4@us.af.mil

19. Addendum to FAR 52.212-2, Evaluation-Commercial Items (Oct 2014)

The Government will first evaluate all timely quotes for technical acceptability. To be eligible for award an offer must be technically acceptable. To be acceptable all technical factors must be rated technically acceptable. If, any technical factor is rated below acceptable, the overall quote will receive the rating of the lowest rated technical factor. Only quotes rated as technically acceptable can receive an award.

A. Factor 1 – TECHNICAL CAPABILITY: The technical quote shall be evaluated based on clarity, specific detail noted in the subfactors and the response shall demonstrate compliance with SOW and completeness of the Schedule of Supplies. The maximum page limitation is four (4) pages; excess pages will be considered in the evaluation.

Sub-Factor 01 Internet Service between LAK (Bldg. 1) and RND (Bldg. 990):

Offerors shall demonstrate an acceptable approach by specifically including the extent and scope of the work outlined in SOW. Quoters must provide Technical Product Data and/or Information on the Internet Circuits and any required auxiliary parts to provide Internet Service at LAK and at RND. Quoters must provide a date (lead-time) for the availability of the required circuits and parts. The date must include how much time would be required for shipment, delivery and installation.

Standard for Evaluation: A technical acceptable standard is met by providing sufficient details to support your technical approach to Sub-Factor 01. The lead-time for shipment, delivery, and installation will not be evaluated--it will serve as a basis for the Government to get an idea of the time-line for the actual deployment of the internet service.

Sub-Factor 02 Point-to-Point Dedicated Internet Service Line between LAK (Bldg. 1) and RND (Bldg. 990):

Offerors shall demonstrate an acceptable approach by specifically including the extent and scope of the work outlined in SOW. It will serve as a basis for the Government to get an idea of the time-line for the actual deployment of the internet service.

(1) The technical factor shall be rated acceptable or unacceptable as follows:

Adjectival

Rating Description

Acceptable Quote provides sufficient information to demonstrate the ability to install equipment and provide Internet Service as outlined in the SOW.

Unacceptable Quote does not provides sufficient information to demonstrate the ability to install equipment and provide Internet Service as outlined in the SOW.

(2) The Government may reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ, in the absence of interchanges.

B. Factor 2 – PRICING: The Government will evaluate the price quotes, and any other relevant quote data submitted, to determine if proposed prices are reasonable.

The evaluation of the Schedule of Services (Attachment 2) will be evaluated for correctness and reasonableness. A quoter’s proposed prices will be determined by multiplying the quantities identified in the Schedule of Services by the proposed unit price for each CLIN.

The extended amounts for each CLIN will then be totaled to obtain the total for each performance period. The total for the basic performance period will then be added to the total for each Option period to obtain the total proposed price. In addition, the Option to Extend Services clause FAR 52.217-8, is also considered part of this overall evaluation.

C. Selection and Award of Contract

All proposed prices for all contract periods will be evaluated based on prices submitted by the competition, historical pricing, current market conditions, and/or other price analysis techniques. Evaluation of option prices will not obligate the Government to exercise options.

The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate fair market pricing. After price evaluation is complete, the Government will rank all Technically Acceptable quotes and a determination made of LPTA based on the extended TOTAL of all line items.
