Statement of Work Internet Transport Capabilities

1. General Information.

The Air Force Services Center (AFSVC) conducts electronic business and provide applications and content to base activities and customers in two Data Centers. Both Data Centers require a connection to the Internet. An interconnection between Data Centers is required to provide near real-time replication of data and server information along with electronic transport off-site of backup storage to the alternate data center. In case of a disaster at the Primary Data Center, the Alternate Data Center must have the data, server info, backups, and means to operate as the applications and content are recovered within the objective timelines. The purpose of this Statement of Work (SOW) is to provide a general overview of the requirement.

2. Requirement & Description of Services.

The Contractor shall provide services that comprises of all installation of equipment & auxiliary components, labor, management, and service requirements necessary for Internet services.

This requirement entails two different sites:

Site 1 = Lackland AFB, Building # 1 (referred to as LAK Bldg-1) Site 2 = Randolph AFB, Building # 990 (referred to as RND Bldg-990)

2.1 Installation & Equipment. AFSVC requires an Internet circuit for each site: LAK (Bldg 1) and RND (Bldg 990). In addition, there is a requirement for a point-to-point data circuit between the two sites for data replication and network extension.

Internet Circuit Features:

• Minimum Bandwidth – 50 Mbps at LAK Bldg-1 (Primary Site) 30 Mbps at RND Bldg-990 with On-Demand increase during disaster recovery

(Alternate Site)

• Scalable Bandwidth to meet future growth or site demands/requirements

• Burst Capability for short term/instantaneous traffic increases requiring greater bandwidth

• Implement a routing protocol (i.e. BGP) to automatically re-route traffic though the

Alternate site if Primary circuit/path is interrupted

• Public IP Address Space for each site

Equivalent to our current usage and necessary for implementing a routing protocol

Current LAK Bldg. 1 allocation is 1-each 24-bit Classless Inter-Domain Routing (CIDR) Block (254 usable IPs)

Current RND Bldg. 990 allocation is 2-each 26-bit CIDR Blocks (124 usable IPs)

• Domain Name Service (DNS) Zone hosting

• Network Time Protocol (NTP) Services; prefer authenticated connection

• Customer on-line performance monitoring capability

Data Circuit Features:

• Point to point - between LAK Bldg-1 Primary and RND Bldg-990 Alternate Sites

• Bandwidth–1 Gbps

• Circuit should remain up if either Internet Circuit is down to allow Automatic Traffic Re-routing to other site

Transition Requirements

• Require overlap period of old and new circuits Transfer hosted DNS zones from old ISP to new ISP DNS severs Reconfigure AFSVC Infrastructure for new Public IP Address Space

Update DNS Zone Records as required Configure internal routing to use new site to site circuit

Configure external routing for Automatic Traffic Re-routing

2.2 Internet Service. Upon installation, configuration of all equipment and components, and deployment of internet, the monthly Internet Services will include a base year of 12-months and two (2) 12-month Option Year periods.

3. General Information

3.1 Safety. The contractor is responsible for the safety of their personnel, supplies and equipment. All events shall be executed in a safe manner and transportation will be operated by measures of all safety and abide by the laws set forth by Joint Base San Antonio (JBSA). The contractor shall notify the Government immediately of any safety violations, personnel and vehicle accidents.

3.2 Government Limitation of Liability. The Government will not be held responsible for the theft, the loss of or damage to any vehicle(s), equipment and personal belongings acquired by the contractor or in possession of a contractor, or contractor’s employee(s). The loss of or damage may consist of unforeseen or accidental loss, theft, damage, destruction or destroy by fire, theft, accident or other disaster. The contractor shall maintain coverage for the duration of the contract for any acquired supplies, materials, equipment and vehicles.

3.3 Contractor Vehicles and Equipment. The contractor shall provide the vehicle(s), supplies, and equipment as necessary. All vehicles, supplies, and equipment furnished by the contractor shall be in good operational working order and meet professional commercial standards. The contractor shall procure and maintain insurance for the duration of the contract to cover any vehicles, supplies, and equipment (to include maintenance) and any claims which may arise from operations.
