The solicitation number is 19TU15-26-Q-3002, with an issue date of July 13, 2026, and a quotation due date of July 23, 2026, at 1000 hours local time. The Government estimates approximately 1,400 attendees but will contract for catering services for 1,000 persons, with a final guest count to be provided ten business days prior to the event. The contract minimum is 1,000 persons and the maximum is 1,400 persons. Award will be made to the lowest priced, acceptable, responsible offeror based on a firm-fixed-price contract type. Pricing must be in USD per person and should incorporate all costs including food, beverage, service, staff, equipment rental, glassware, overhead, and all other associated expenses. The contractor must provide up to 100 waiters for stewarding, a minimum of 6 waitstaff captains proficient in English, a minimum of 10 bar servers, and sufficient personnel for setup and cleanup. The menu will follow a "White Red and Blue" theme consisting of five cold and hot dishes selected from six proposed items (Veggie Spring Rolls, Mini Beef Lahmacun Bites, Fried Chicken Skewers, Tomato & Mozzarella Basil Skewers, Dolma, and Mini Veggie Quiches) and three dessert items selected from four options (Assorted Macarons, Mini Cheesecakes with Berry Toppings, Mini Baklava, and Mini Chocolate Mousse Cups). All contractor employees accessing the Chief of Mission Residence must pass security background checks conducted by the Embassy's Regional Security Office, with employee information including kimlik identity cards and security background checks required by July 31, 2026. The contractor is prohibited from subcontracting catering requirements except for ice and must submit ingredient lists for COR approval with no substitutions, additions, or deletions permitted after contract award without written approval. Value Added Tax (VAT) is not applicable due to the U.S. Embassy's tax exemption certificate. If the Government cancels or postpones the event, cancellation fees apply: no fee if cancelled 30 or more days prior, 20% if cancelled between 7 and 30 days prior, and 40% if cancelled 7 or fewer days prior. A tasting of dishes will be conducted with shortlisted offerors, and the most reasonable priced, technically acceptable offeror will be selected for award.
