About this file
This Request for Qualifications is issued by the Brantley County School System in Nahunta, Georgia, for Construction Management at Risk services. The initial projects include a 10-classroom addition for Hoboken Elementary School and a high school addition comprising a new gymnasium, band and choral rooms, locker rooms, and related facilities. The Owner may elect to add additional projects from ESPLOST funds approved by voters on March 16, 2021. The RFQ submission deadline is November 26, 2021, with questions to be submitted via email to debiv@johntuten.com by that same date. Two bound copies of proposals must be submitted. The Owner will evaluate proposals using a selection committee, with the highest-scoring teams potentially invited to interviews. No specific award date or contract term is identified in the document.
The contracting strategy utilizes the AIA 133-2009 Standard Form of Agreement Between Owner and Construction Manager as Constructor on a cost-plus-fee basis with a Guaranteed Maximum Price until pricing is finalized through competitive subcontract and material proposals. Following GMP establishment, the agreement transitions to AIA 101-2007 on a stipulated sum basis. Construction management fees, general conditions, and reimbursables are negotiated project-by-project, with fees established between a minimum of 8.0 percent and maximum of 12.0 percent. Evaluation criteria include General Contractor history, ownership and financial information (15 percent weight); list of maximum 10 similar projects completed with Owner and Architect performance evaluations (25 percent each); plan to maximize local labor participation and material purchases in Brantley County (10 percent); and bonding company information. The Owner reserves the right to reject any proposals and requires demonstration of bonding capacity and experience. Proposers must be Georgia-licensed General Contractors with experience on similar projects in southeast Georgia within an 80-mile radius of Nahunta with construction costs between $5,000,000 and $10,000,000.

REQUEST FOR QUALIFICATIONS for
CONSTRUCTION MANAGEMENT AT RISK
The initial projects are a 10-classroom addition for Hoboken Elementary School and a high school addition including new gymnasium, band and choral rooms, locker rooms and related facilities. The Owner may elect to add additional projects in ESPLOST approved by voters on
March 16, 2021.
Owner-CM Agreement
The contracting strategy for the Program is to use “AIA 133-2009 Standard Form of Agreement
Between Owner and Construction Manager as Constructor where the basis of payment is cost of the work plus a fee with a Guaranteed Maximum Price”, until the Guaranteed Maximum Price has been established. The GMP will be established based on subcontract and material packages priced through competitive proposals and reviewed and accepted by the Owner. At that point, AIA-A133-2009 will be terminated and “AIA 101- 2007 Standard Form of Agreement between
Owner and Contractor where the basis of payment is a stipulated sum” will be prepared and executed for contracting of the construction work.
Fee and General Conditions Costs
Fees, general conditions and reimbursables will be negotiated with the selected firm on a project by project basis. If negotiations fail, the second ranked firm will be considered. The established fees shall be a minimum of 8.0% and a maximum of 12.0% for each project. The construction management fee is defined as all of the services and costs in the column “Construction
Management Services within fee” per the attached fee matrix, and all of the contractor’s overhead and profit.
Owner Selection
The Owner reserves the right to reject any and all proposals and to waive technicalities and formalities, and to award the contract in the best interest of the Owner. The Owner will evaluate each proposal, make a final evaluation of the five (5) evaluation factors and make a contract award decision prior to disclosing the contents of the proposals in accordance with Georgia State law.
Selection Process and Selection Criteria
Responses to this RFQ will be reviewed by the Brantley County School’s selection committee, scored, and a selected number of teams with the highest scores may be invited to interviews.
The following evaluation factors will be used to rate each proposal.
The Brantley County School’s evaluation team will review proposals and contact owners, architects, sub-contractors, and suppliers for projects completed or in progress to get information to rate proposer’s performance on projects of similar cost and complexity.
• Experience of the Contractor and the Project Team in southeast Georgia within an 80-mile radius of Nahunta, Georgia, and cost range of $5,000,000 to $10,000,000.
