About this file
This is a Request for Quote (RFQ) issued by the United States Marshals Service Procurement Division, Special Operations Group for medical program oversight services. The solicitation number is M-26-A31-R-000137, issued under the Revolutionary Federal Acquisition Regulation (RFAO) Part 12 for commercial services.
The requirement seeks approximately 25 Subject Matter Expert (SME) medics to perform medical direction and oversight in accordance with an included Performance Work Statement (PWS). This is a combined synopsis and solicitation that constitutes the only solicitation; no separate solicitation will be issued. The acquisition is not set-aside for small business concerns. Quotations are due by 4:00 PM EST on June 11, 2026, and must be submitted in writing to Christopher Jones (Contracting Officer) and Julie Simpson (Assistant Chief) at the provided email addresses. All submissions must reference the RFQ number in the subject line. Offerors must be registered in the System for Award Management (SAM) prior to submission. The requirement falls under NAICS code 622110 (General Medical and Surgical Hospitals) with a size standard of $47,000,000.
Evaluation will be based on three factors in order of importance: (1) Technical Capability, assessing understanding of requirements, institutional capability, physician oversight capability, operational medical experience, staffing approach, and training capability; (2) Past Performance, requiring three prior experience references of similar scope and complexity with the offeror as prime contractor, including at least one reference from the previous 36 months; and (3) Price, evaluated for completeness, reasonableness, and consistency with solicitation requirements including all option periods. Technical Capability and Past Performance combined are significantly more important than Price. Award may be made to the quotation representing best value to the Government, and the Government reserves the right not to make an award. The Government anticipates potential contract extensions under FAR 52.217-8 and will incorporate standard federal acquisition clauses and USMS-specific terms into any resulting contract.
