Dear Quoter:
Attached is a solicitation package prepared by the Federal Bureau of Prisons, Field Acquisition Office, for the provision of propane for the Federal Correctional Institution (FCI) Three Rivers, located in Three Rivers, Texas. This package contains all necessary information to submit a quote.
Quoters should consider all information provided herein when submitting quotes. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of your quotes.
All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7, System for Award Management (SAM), of this provision requires that all quoters doing business with the Federal Government to be registered in the SAM database. Quoters should include their Unique Entity Identifier (UEI) Number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees UEI Number into the SAM database.
Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoters SAM registration should include NAICS code 324110.

Section 2.1 Pricing Methodology
The quantity of services to be provided by the Contractor is estimated. These estimates are not a representation to a quoter or contractor that the estimated quantities will be required or ordered, or that conditions affecting requirements will remain stable or normal. Contract pricing shall include all charges to the Government for providing the services required by this solicitation.
Quotes shall be calculated from benchmarks using the Butane Propane News (BPN) - Targa at Mont Belvieu. For each line item, (Line Item #1, #3, #5, #7, #9), quoters will be allowed to quote either a discount or premium to the price established and published by the BPN (Targa at Mont Belvieu, Texas). Throughout the life fo the contract, the most current version of the BPN (Targa at Mont Belvieu) shall be used. Contractors should determine pricing for deliveries based on the index r
(Targa) at the time of delivey. All contractors must have a subscription to the Butane Propane News (BPN), please go to the following link to get your subscription: https://bpnews.com/. Please see the attached BPN with Targa higblighed as the index (Attachment ll).
Pursuant to FAR 17 .203(b ), the Government's evaluation shall be inclusive of options month extension. The Government will evaluate quotes for award purposes by adding the total price of all options to the total price of the base year requirement. Pursuant to FAR 17 .203( d), the quoters may offer varying prices for options, depending on the quantities actually ordered and the dates when ordered.
Section 2.2 Specifications - Propane - FCI Three Rivers
A. INTRODUCTION
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas intends to make a single award for the provision ofL.P.
Propane as set forth in this solicitation. Supplies will be delivered on-site at the Federal Correctional Institution (FCI) located in Three
Rivers, Texas.
The contract period will extend from the Effective Date of Award through 12 months with four (4) 12-month option years.
B. SUPPLIES TO BE PROVIDED
• The Contractor agrees to furnish a continuous supply of L.P. Propane Gas to the Federal Correctional Institution located at Three
Rivers, Texas. The Propane Gas supplied by the Contractor shall meet the everyday needs of the Federal Correctional Institution
(FCI), Satellite Prison Camp (SPC), and all other buildings located at the institution.
• The Contractor shall own, operate, and maintain facilities necessary to provide the FCI Three Rivers with L.P. Propane Gas at an estimated monthly average of 12,000 gallons. The contractor shall provide all tanks/equipment and all accessories at the storage tank site. The contractor shall maintain all equipment, component, and all accessories needed for a dependable L.P. Propane Gas supply to the institution. Annual and monthly usages are estimates only. The Butane Propane News (BPN), https://bpnews.com/, will be the benchmark used with Targa as the index. Targa is located in Mont Belvieu, Texas.
• The contractor shall be solely responsible for obtaining any and all easements and permits required by local, state, and federal authorities for the installation, operation, maintenance, or repair of the L.P. Propane Gas System outside the FCI Three Rivers.
• In the event that the contractor recommends other improvements associated with the construction of the facilities that exceed the requirements of the FCI Three Rivers, the cost thereof shall be the sole responsibility of the contractor.

The information requested below must be submitted by contractors and received before the solicitation response date and time. If any of the following information is not received, the Contracting Officer may elect to deem quotes non-compliant or request the required information from one or any of the contractors, whichever is most advantageous to the Government, at the discretion of the
Contracting Officer.
Quotations shall be submitted on or before the solicitation deadline specified in Block 8 of the Standard Form 1449, page 1 of this solicitation. Quotes shall be submitted via email to dhpayne@bop.gov.

5.3 Evaluation and Award Methodology
This acquisition will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified
Acquisition Procedures. The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quotation , conforming to requirements of the solicitation, determined to be the best value to the Government considering price and past performance history.
Price: Price shall be evaluated utilizing the best premium/discount. See Required Documents to be Submitted in Quote Submission
Instructions #2.
Past Performance: The Contractor Performance Assessment Reporting System (CP ARS) at www.cpars.gov and /or any relevant information available to the Contracting Officer may be utilized. See Required Documents to be submitted with Quote #4.
SAM Registration:
All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7, System for A ward Management, which requires that an offeror be registered in SAM when submitting an offer or quote and continue to be registered throughout the duration of the contract."

Freedom of Information Act:
The Freedom oflnformation Act (FOIA) and its amendments have resulted in an increasing number ofrequests to Federal Agencies for copies of quotes from other than Government sources.
The quoter should identify information in its quote it believes should be withheld form these sources, on the basis it consists
"trade secrets and commercial or financial information obtained from a person and privileged or confidential" (exemption (b)(4) of the FOIA). This identification will assist in the decision by a responsible federal official to disclose or withhold the requested information.

Dead River Company Acquires Augusta Fuel Company Cetane Associates has announced that Dead River Company has acquired full-service home heating Augusta Fuel Company, headquartered in Augusta, Maine. The transaction closed on June 27, 2023. The legacy of Augusta Fuel dates to 1888. when it was founded as the Augusta Ice Company. Its first product line was ice harvested from the dam on the Kennebec River. In the 1930s, the company added coal manufacturing to its product mix, sold the ice segment and became Augusta Fuel Company. Further changes were made as the company shifted from coal to oil. With heat as their core operation, Augusta Fuel introduced diversification of their service division through acquisitions of plumbing, refrigeration, air conditioning, and propane companies in the 1980s and 1990s. Further growth of their customer base occurred in 2015 and 2016 with acquisitions that provided strategic locations. Dead River Company, founded in 1909 by Charles Hutchins, had its roots in the forest products industry. In 1936, Dead River entered the petroleum business and has since grown to be the largest full-service heating provider in northern New England. By operating locally managed offices throughout Maine, New Hampshire, Vermont and Massachusetts, it maintains deep roots in the communities that it serves. EIA Expects Record US Natural Gas Consumption for Air Conditioning Demand This Summer The United States Energy Information Administration (ETA) forecasts record-high natural gas consumption in the U.S. for electricity generation in July and August as another hot summer increases demand for air conditioning. In its July "Short-Term Energy Outlook" (STEO), ETA expects about 4% more U.S. electricity generation from natural gas in July and August 2023 than in the same months of 2022. Natural gas will provide about 46% of U.S.
electricity for those two months and provide 41% of U.S. electricity for the year, according to EIA's forecast. EIA also expects a 6% increase in electricity generation from renewables and a 2% increase in generation from nuclear energy in July and August 2023 compared with 2022. Natural gas prices remain relatively low compared with last year, and about 6,000 megawatts of new combined-cycle natural gas turbine capacity has come online in 2023, making electricity generation from natural gas more economical than it has been in the past. U.S. operators have also added nearly 15,000 megawatts of capacity from wind and solar so far this year. Also in the STEO, EIA reduced its forecast for growth in U.S. renewable diesel production from previous forecasts.
EIA expects the U.S. to produce about 161,000 barrels per day of renewable diesel in 2023, which is a 66% increase from 2022. EIA expects a further 36% production increase in 2024.
