SUBJECT: Request for Quotation (RFQ) FA910126QB026 – Optical Comparator

This is a combined synopsis/solicitation. The subject requirement is for a commercial product; as such, this solicitation is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This solicitation is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the vendor associated with developing a quote. The Government reserves the right not to award a contract in response to this RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

This is a set-aside for 100% small business participation.

The North American Industry Classification System (NAICS) code for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a size standard of 750 employees. The Product Service Code (PSC) is 6685, Pressure, Temperature, and Humidity Measuring and Controlling Instruments.

The purpose of this solicitation is for the Government to procure a minimum of one, Optical Comparator System along with several magnification lenses, Centers and Vees, Profile Illumination, and Installation, Calibration, and Testing IAW the items included in Attachment 1 - Optical Comparator Specification and Attachment 3 – Pricing Worksheet.

The Government intends to award a new, single, firm-fixed price (FFP) purchase order (PO) with nine (9) base CLINs (0001 – 0009).

Delivery Location: Arnold AFB, TN

*FAR RFO Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Feb 2026) applies to this acquisition and the following addendum applies:

The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

Please provide the following with your quote:

1. Technical quote/solution meeting all requirements outlined in the Optical Comparator Specifications, Attachment 1.

2. Completed Pricing Worksheet, Attachment 3.

3. Statement that the total quoted price includes all costs associated with delivery to Arnold AFB.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instructions are provided in Attachment 2 – Provisions and Clauses.

*FAR RFO Provision 52.212-2, Evaluation – Commercial Products and Commercial Services (Feb 2026), applies to this acquisition and the following evaluation is applicable:

Basis of Award:

Contracts awarded under FAR RFO Part 12 are not subject to FAR RFO Part 15’s source selection procedures. Accordingly, award of a contract under this RFQ, should an award be made, shall follow the procedures outlined in FAR RFO Part 12, as supplemented.

A purchase order may be awarded to the vendor who is deemed responsible IAW FAR RFO 9.1, as supplemented, whose quote conforms to the RFQ's requirements and is judged to represent the technically acceptable quote with the lowest complete and reasonable price. First, the Government will rank the quotes which conform to the RFQ's requirements from lowest priced to highest priced. Then, the Government will evaluate the lowest priced for technical acceptability as follows:

Technically acceptable – The quote meets all the requirements of the RFQ.

Technically unacceptable – The quote does not meet all the requirements of the RFQ.

If the quote with the lowest price is determined technically acceptable and the price is complete and reasonable, this vendor’s quote represents the best value to the Government and award will be made to that vendor. If the lowest priced quote requires resolution of minor or clerical errors to any aspect of the quote, including technical or price, the Government will consider the correction potential and may enter interchanges with that vendor. If, after interchanges to resolve minor or clerical errors with that vendor, the quote is technically acceptable and remains the lowest priced quote, the order will be awarded to that vendor. If the Government deems the quote not easily correctable, or if at any time the quote becomes other than the lowest priced, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of the price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. Applicable definitions are outlined below:

Completeness - The vendor’s price will be reviewed to determine the extent to which all the price elements have been addressed. The vendor’s price quote will be evaluated to ensure continuity and traceability of prices to the technical quote and between the initial quote and any revisions. The review will determine the adequacy of the contractor’s quote in addressing and fulfilling the RFQ requirement.

Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine price fair and reasonable in accordance with FAR RFO 12.204, as supplemented by Class Deviation 2026-O0028, FAR RFO Part 12, R-Defense FAR Supplement (R-DFARS) Part 212, section 212.204(a).

This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). The Government intends to make an award based on the initial quote submissions without conducting interchanges.

Therefore, each quote should contain the vendor’s best terms from a price and technical standpoint.

However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the vendors that may address any aspect of the quote, including technical and price, and may or may not be documented in real time. Vendor responses to INs will be considered in making the order selection decision.

FAR RFO clause at 52.212-4, Terms and Conditions - Commercial Products and Commercial Services (Feb 2026), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quoted terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

Likewise, for R-DFARS provisions and clauses that are applicable to this acquisition, see Attachment 2 – Provisions and Clauses. The full text of these clauses and (*) provisions may be assessed electronically at the website acquisition.gov. NOTE: ALL PROVISIONS WILL BE REMOVED AT TIME OF

AWARD BUT SHALL REMAIN PART OF THE CONTRACT FILE.

Lastly, the following DAF Contracting Compass Parts are applicable to this acquisition and will be incorporated into any resulting purchase order:

DAF Contracting Compass, Part 1: Section OMBUDSMAN

Ombudsman

a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

b. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

c. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFTC Vice Commander 1 S Rosamond Blvd Edwards AFB CA 93524COMM: (661) 277- 2810 aftc.workflow@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330- 1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

d. The ombudsman has no authority to render a decision that binds the agency.

e. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

DAF Contracting Compass, Part 23: Section ELIMINATION OF USE OF CLASS I OZONE

DEPLETING SUBSTANCES (ODS)

Elimination of Use of Class I Ozone Depleting Substances (ODS)

a. Contractors shall not:

1. Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or

a. Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.

2. For the purposes of Department of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086[AR2]) are Class I ODSs:

a. Halons: 1011, 1202, 1211, 1301, and 2402;

3. Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC- 114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and

a. Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide
