DEPARTMENT OF THE AIR FORCE
86TH AIRLIFT WING (USAFE)
GENERAL INFORMATION
1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through:

2. This solicitation is for the overhaul of the Reed-Joseph International Company’s Scare Wars Bird Aircraft Strike Hazard (BASH) System, located at Lajes Field, Terceira Island, Azores, Portugal. This acquisition is based on requiring the brand name Reed-Joseph International Scare Wars BASH equipment and interventive services with a NAICS code of 3334310 – Audio and Video Equipment Manufacturing. A complete list of each item required is attached to this solicitation as Appendix A, Product List, and additional requirement information can be found in Attachment 1, Performance Work Statement (PWS).
3. The Government intends to award a Firm-Fixed-Price contract IAW FAR 16.202. A single source justification document prepared IAW FAR 13.501 is attached. This solicitation will result in a single award. Please be advised that this RFQ in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation.
4. To ensure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in the offer being ineligible for award. The response shall consist of two (2) separate parts: PART I- Price Quote, PART II- Technical Capability.
4.1. Price Quote Instructions: Vendor is requested to use Attachment 2 – Price Schedule to submit their unit prices and total amount. Price shall be submitted in DOLLARS.
4.2. Technical Capability Instructions: The Government is soliciting items, to include maintenance services, with the brand name Reed-Joseph International. The quote shall demonstrate that it meets the salient physical, functional, and performance characteristics IAW attached Appendix A, Product List and Attachment 1, PWS.

DESCRIPTION: 765 ABS/CONF has a single source requirement for Reed-Joseph International Scare Wars BASH equipment and interventive services. All items must be sent, via air freight, directly to Lajes Field. All items must be received within 30 calendar days, after the award date.
ATTENTION: Commercial freight is to a remote location. Submission of quote must include air freight, door to door, costs.

Offeror is required to be registered in SAM.gov at the time a quote is submitted in order to comply with the annual representations and certifications requirements. THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION
Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Products and Commercial Services (March 2023) Clarification of language used. This solicitation is a request for quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean "quote," the word "offeror" or “vendor” shall mean "quoter," "contract" shall mean "purchase order" and “item” shall mean “product.”
To ensure timely and equitable award process, the quoter must follow the instructions contained herein.
The quote must be complete, self-sufficient and respond directly to the requirements of this solicitation.
The vendor is required to meet all solicitation terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors. The vendor must also acknowledge all amendments. Failure to meet any requirement may result in a quote being ineligible for award.
Price instructions. The quoter shall use the pricing schedule provided as Attachment 2 of this solicitation to submit their proposed prices. The CLIN unit price and the TOTAL PRICE must be provided in a clear and legible manner. Prices must be submitted in USD; any other currency will be considered ineligible for award.
Technical instructions. A complete PWS and product list is included as attachment one (1) and appendix A, to this solicitation. The Government is soliciting the present requirement based on the brand name Reed-Joseph International. Each item must be clearly identified by brand name, make or model number.
The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.
Solicitation questions. Questions regarding this solicitation must be submitted electronically no later than 2:00PM local time on Monday, 23 June 2025.
Submitting your quote. The quote must be submitted to the following two (2) email addresses:

It is not the Government’s responsibility to ensure that the quote arrives in a timely manner. Government will respond to the submission to acknowledge receipt of the quote.
The vendor is cautioned to submit all the information, in the specific format requested. The Government reserves the right to conduct interchanges with some, all, or none of the vendors.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (NOV 2021)
Quote will be evaluated IAW FAR 13.106, which will be based on price and technical capability.
Price factor. The quoted price will be determined by the total price provided in the pricing schedule. All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount.
Technical Capability factor. The vendor shall ensure the items included in the quote and services to be provided are in conformance with the brand name Reed-Joseph International. The information submitted must be sufficient for the Government to assess the technical capability to fulfill the same end result as the solicited PWS and product list. The technical ratings are below:
ACCEPTABLE Quoted items and service clearly meet the minimum requirements of the solicitation.
UNACCEPTABLE Quoted items and service do not clearly meet the minimum requirements of the solicitation.
Award process. The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation, on a name brand basis, to a single source that provides a quote deemed technically acceptable.
