PERFORMANCE WORK STATEMENT (PWS)

BASH System Overhaul

3 June 2025

1. GENERAL:

This Performance Work Statement (PWS) defines the requirements for the overhaul and maintenance of the Reed-Joseph International Company’s Scare Wars bird deterrent system located at Lajes Field, Terceira Islands, Azores, Portugal. The Scare Wars system consists of twenty (20) remote bird deterrent units (each comprised of a 130 dB LP gas cannon and bird distress cry generator), a Master Workstation, and Handheld Transmitters. The objective of this

PWS is to ensure the Scare Wars system is fully operational and maintained to a factory functional standard, minimizing bird-related incidents on the airfield.

2. DESCRIPTION OF SERVICES:

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the maintenance and overhaul of the Scare Wars system as defined in this PWS. All work shall be performed in accordance with industry best practices and the manufacturer's (Reed-Joseph International Company) recommendations. The Contractor shall ensure that all technicians performing the service are approved and certified by Reed-

Joseph International Company.

3. SCOPE OF WORK AND PERFORMANCE REQUIREMENTS:

The Contractor shall achieve the following performance outcomes:

3.1 Master Workstation and Handheld Transmitters:

• 3.1.1 Radio Communication Integrity: The Master Workstation and Handheld

Transmitters shall maintain reliable radio communication with all remote bird deterrent units. The Contractor shall inspect and replace the base antenna and/or coaxial cable as necessary to ensure clear and consistent signal transmission.

o Performance Standard: Successful transmission and reception of commands to/from all remote units with minimal signal loss or interference.

• 3.1.2 Controller Functionality: The Scare Wars Master Controller shall operate flawlessly, executing all programmed commands and schedules without error. The

Contractor shall inspect and replace the Scare Wars Master Controller as necessary to ensure proper functionality.

o Performance Standard: Accurate and timely execution of all programmed commands and schedules.

• 3.1.3 Computer Reliability: The Scare Wars Computer shall operate reliably, displaying accurate system status and allowing for seamless programming and control. The

Contractor shall inspect and replace the Scare Wars Computer as necessary to ensure proper functionality.

o Performance Standard: Stable operation of the Scare Wars software, accurate data display, and seamless programming capabilities.

3.2 Remote Bird Deterrent Units:

• 3.2.1 Cannon Replacement: All twenty (20) Scare Away Model R4 Electronic Cannons shall be replaced with new, factory-certified units.

o Performance Standard: Each new cannon shall function correctly, producing the specified 130 dB sound level and operating reliably without malfunction.

• 3.2.2 Pressure Regulation: All twenty (20) Pressure Reducing Valves shall be replaced with new, factory-certified valves.

o Performance Standard: Each new valve shall maintain consistent and accurate gas pressure to the cannons, ensuring optimal performance and safety.

• 3.2.3 Speaker Tower Integrity: Ten (10) Birg Guard Speaker Towers shall be replaced with new, factory-certified units.

3 June 2025 o Performance Standard: Each new speaker tower shall emit clear and audible bird distress cries at the specified decibel level, effectively deterring birds from the airfield.

• 3.2.4 System Functionality Verification: Upon completion of all maintenance activities, the entire Scare Wars system shall be verified to be fully functional and operating within manufacturer specifications.

o Performance Standard: A comprehensive system test shall be conducted to demonstrate that all components are working in harmony and effectively deterring birds from the airfield.

4. PERFORMANCE REQUIREMENTS SUMMARY

5. QUALITY ASSURANCE:

The Contractor shall implement a Quality Assurance Plan (QAP) to ensure that all work performed meets the requirements of this PWS. The QAP shall include, but not be limited to:

• Regular inspections of work in progress.

• Testing and verification of system functionality.

• Documentation of all maintenance activities.

• Training and certification records for all technicians.

The Government will conduct periodic inspections to verify compliance with the PWS and the

Contractor's QAP.

6. REPORTING REQUIREMENTS:

The Contractor shall provide the following reports:

• Daily Status Reports: Brief summaries of work completed each day.

• Final Inspection Report: A comprehensive report documenting all maintenance activities, test results, and system performance verification.

7. PERIOD OF PERFORMANCE:

The period of performance for this PWS is July-August 2025. The contractor is expected to complete all tasks within this timeframe.

8. PLACE OF PERFORMANCE/HOURS OF WORK:

All work shall be performed at Lajes Field, Terceira Island, Azores, Portugal.

Bird Aircraft Strike Hazard (BASH) system overhaul shall occur between the hours of 08:00 and

17:00, Monday through Friday except Federal holidays, Portuguese holidays or when

Government facility is closed.

9. GOVERNMENT FURNISHED PROPERTY/SERVICES:

The Government will provide access to the Scare Wars system and the airfield. The government will also provide reasonable access to electrical power and water.

10. CONTRACTOR QUALIFICATIONS:

The Contractor shall possess the necessary licenses, certifications, and experience to perform the work described in this PWS. The Contractor shall provide documentation demonstrating that all technicians are approved and certified by Reed-Joseph International Company.

11. BASE AND AIRFIELD ACCESS:

The contractor shall be responsible for obtaining the appropriate access passes for all personnel employed under this contract, at least thirty (30) calendar days, prior to performance start. The contractor shall be responsible for obtaining the appropriate vehicle pass(es).
