Contracting Officer: Katherine Zabawa, email: katherine.zabawa@us.af.mil

2. Solicitation Questions. All questions pertaining to this RFQ shall be submitted in writing no later than 10:00 am CST, Friday, 11 December 2020 to both Pasquale Romano and Katherine Zabawa. Answers to questions will be made accessible to all potential quoters. Questions or discussions with other quoters or other government personnel may render a quote invalid.

mailto:pasquale.romano.2@us.af.mil mailto:katherine.zabawa@us.af.mil

3. Quote Preparation Instructions. Please respond to this RFQ by emailing response to both Pasquale Romano and Katherine Zabawa no later than 2:00 pm CST, Thursday, 17 December 2020 (or sooner if possible) in order to be considered timely. Responses to this RFQ shall include a Price Quote, Technical Quote, Past

Performance Information, and acknowledgement of any solicitation amendments. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is finalized, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.

a) Price Quote-Firm Fixed Price Quote shall be submitted in accordance with the Schedule of Supplies and

Services that starts on page 1.

b) Technical Quote-The technical quote should be written so that the evaluator can make a thorough evaluation as to whether the quote meets the technical requirements of this solicitation. The technical quote shall be specific, detailed, and complete as to clearly and fully demonstrate that the quoter has a thorough understanding and ability to perform the technical requirements in the PWS. Statements such as “the Quoter understands”, are considered inadequate. The technical quote may include photographs, brochures etc., in order to fully explain the quoter’s approach. The technical quote shall NOT contain any reference to price.

c) Past Performance Information-If available, quoters shall provide past performance information for recent and relevant contracts for the same or similar services to include references (contract numbers, points of contact with telephone numbers and other relevant information).

4. Basis for Award. The Government intends to issue one firm fixed price purchase order to the vendor who is found to be responsive and represents the best value to the Government based on an evaluation of price, technical capability, and past performance. The quote must conform to the solicitation, and must provide the greatest overall benefit in accordance with the standards set forth in the PWS.

5. Best Value Determination. Quotes will be ranked based on an initial assessment of total evaluated price, followed by a full evaluation of technical acceptability and past performance of the two lowest priced quotes. The lowest priced technically acceptable quote will be evaluated for price reasonableness.

a) Lowest, Fair and Reasonable Price. Quotes will be ranked based on initial assessment of total evaluated prices (TEP). TEP consists of the base and all option periods. The Government will conduct a complete price analysis on the Lowest Priced Technically Acceptable quote, to determine if quoted prices are reasonable and balanced. All quoted prices will be evaluated for reasonableness, which may be determined based on prices submitted by competition, historical pricing, current market conditions, comparison to the Independent

Government Estimate, and/or other proposal analysis techniques. The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness.

b) Technical Acceptability. The technical quote will be evaluated to determine the extent to which it demonstrates a clear understanding of meeting the requirements presented in the PWS. The technical quote must demonstrate that the quoter has a thorough comprehension and capability of interpreting the PWS and all of its contents. A technical quote that merely restates the requirement or states that the requirement will be met, without providing supporting rationale is not sufficient.

c) Past Performance. Technically acceptable quotes shall be evaluated for quality past performance based on information submitted with quote, information obtained in the Past Performance Information Retrieval

Systems (PPIRS), and any other method deemed acceptable to the Government.

If the two lowest priced submissions do not meet the technical criteria described within the solicitation, the government reserves the right to evaluate the next lowest priced submissions until it has determined at least two acceptable submissions. The evaluation will stop at the point when the government determines two submissions to be acceptable and the lowest evaluated price will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that quoter without further evaluation of other quotes. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

6. Discussions. The Government intends to award a purchase order without discussions with respective vendors/quoters. The Government however reserves the right to conduct discussions if deemed in the best interest.

7. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of option(s) shall not obligate the Government to exercise any option(s). The total evaluated price consists of the base and all option periods. The contract will include four one-year option periods and FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. In the event the Government requires continued performance, the Government’s evaluation of quoted prices will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, rates will be adjusted only as result of revisions to applicable prevailing Department of Labor wage rates.

8. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor

Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/SAM/ and provide mandatory information.
