The system must include one 25-gallon stainless steel prover and one 100-gallon stainless steel prover, designed to be used by the ISDA Bureau of Weights and Measures to verify commercial LPG meter systems for accuracy and compliance with National Institute of Standards and Technology (NIST) Handbook 44 specifications. The mobile unit must be fully contained, compliant with Department of Transportation (DOT) requirements, and meet NIST Handbook 105-4 standards, with the exception of the bleed valve requirement. The trailer must be capable of being towed by a 1/2 ton truck and powered by a 110V, 20A electric pump and motor combination.
The provers must be calibrated by a NIST recognized metrology laboratory, and the pumping system must meet ASME and NFPA 58 code requirements. The trailer specifications include a steel frame, diamond plate decking, leveling jacks, and other features. The contractor must provide a minimum 12-month warranty on the equipment. Responses to this RFQ are requested to furnish pricing, delivery timelines, and any additional warranties beyond the 12-month minimum.

ATTACHMENT A - SPECIFICATIONS
Mobile Liquid Petroleum Gas (LPG) Calibration Trailer System
(Stainless Steel 100 and 25 gallon Capacities)
OVERVIEW
Specifications are for a mobile liquid petroleum gas (LPG) calibration trailer unit designed with one (1) -twenty five gallon (25) stainless steel LPG prover, and one (1) - one hundred (100) gallon stainless steel prover to be used by the Idaho State Bureau of Weights and Measures to verify commercial LPG meter systems for accuracy and compliance with the National Institute of Standards and Technology (NIST) Handbook 44 specifications and tolerances. The mobile unit must be designed to have LPG dispensed into each prover, and have the ability to return the LPG back into the device system being proved. The mobile unit must be fully contained and compliant with Department of Transportation (DOT) requirements, and meet all NIST Handbook 105-4 requirements (note exception to bleed valve below).
The mobile unit must also meet American Society of Mechanical Engineers (ASME) Section VIII, Division 1 Pressure Vessel Code requirements. This mobile unit must be capable of being towed by a ¾ ton truck. The pumping unit must be powered by a 110 volt, 20 amp pump and electric motor combination via a one hundred (100) foot, 10/3 electrical extension cord.
GENERAL SPECIFICATIONS:
The prover vessels must meet the specifications defined in NIST Handbook 105-4 (2016 edition). This specification can be viewed in Exhibit D – NIST Handbook 105-4 2016 Edition or online at https://www.nist.gov/publications/nist-hb-105-4-specifications-and-tolerances-reference-standards-and-field-standard. Each prover vessel must comply with the Appendix 1 Assessment Form found in NIST Handbook 105-4, pages 26 and 27.
Provers must be calibrated by a NIST recognized metrology laboratory that has LPG volume prover calibration within their scope of recognition. A calibration report or certificate of calibration must be provided to ISDA before the unit will be accepted.
The trailer must comply with Federal Motor Vehicle Safety Standards (FMVSS) and industry best practices as defined in 49 CFR Part 566.
EXCEPTION TO GENERAL SPECIFICATIONS:
Exception to NIST 105-4, section 4.10. Each prover shall have a means to facilitate the adjustment of the zero level by a valve that vents to atmosphere.
PROVER SPECIFICATIONS:
• One (1) - 25 US gallon (USG) wet bottom prover, and one (1) - 100 USG wet bottom prover.
Both provers must be constructed from type 304 stainless steel material and suitable for LPG.
https://www.nist.gov/publications/nist-hb-105-4-specifications-and-tolerances-reference-standards-and-field-standard https://www.nist.gov/publications/nist-hb-105-4-specifications-and-tolerances-reference-standards-and-field-standard
Both provers nominal capacity must be designated “To Deliver” at 60 degrees Fahrenheit at 100 pounds per square inch (PSI). Prover must be built to NIST Handbook 105-4 “Standards for LPG and Anhydrous Ammonia Volumetric Provers, 2016 edition. The prover must be constructed in accordance with ASME Section VIII Division 1 Pressure Vessel Code and manufactured to allow a maximum allowed working pressure of 250 psig, design temperature of 115 degrees F, hydrostatically tested at 375 psig. NOTE: provers must comply with all requirements of the NIST 105-4 assessment form as listed above with the exception of NIST 105-4, section 4.10. Bleeder valve option as noted above under EXCEPTION TO GENERAL SPECIFICATIONS; each prover shall be plumbed with a 3/8 or 1/4 inch threaded ¼ turn ball valve located between the prover drain valve and zero indication site gauge. This valve must be suitable for bleeding off the prover contents to a zero indication on the bottom gauge. Provers must be painted with fuel resistant paint, white in color to reduce effects of solar heat.
• Both provers must be calibrated by a NIST recognized metrology laboratory as specified in the General Specifications listed above. The calibration report or certificate must be provided before time of delivery.
• Provers shall be equipped with directional flow valves (excess flow valves) on the fill connection and on the prover discharge line. The excess flow valves must be large enough to not restrict flow.
• Provers must be affixed to the trailer by weld or bolts, and capable of being calibrated while mounted on the trailer.
• Prover body, piping, valves and associated braces that are not stainless steel shall be painted with white fuel resistant paint.
• Provers shall have all appropriate safety decals.
PUMPING SYSTEM SPECIFICATIONS:
• Explosion proof 115 volt single phase electric powered Blackmer or Corken transfer pump with 15 – 25 gallons per minute (GPM) capacity rating. Pump must be equipped with suitable differential and bypass valve to prevent pump damage.
