About this file
This is a Request for Quotes (RFQ) issued by the Oregon Youth Authority (OYA) for on-call environmental consulting services across nine youth correctional and transitional facilities throughout Oregon. The scope of services includes environmental consultation, water sampling and testing, air quality assessments, safety training, and asbestos management, testing, and remediation. OYA seeks to establish one or more on-call contracts with a cumulative total not to exceed $250,000. The RFQ was issued on June 15, 2026, with quotes due by June 23, 2026, at 4:30 pm PST, submitted via email to Riley Dunagan at Riley.D.Dunagan@oya.oregon.gov. The contract term is estimated at two years with an option to amend for up to an additional five years. No site visits or bidder conferences are mentioned in the RFQ.
Offerors must submit an all-inclusive standard hourly labor rate, material and lab testing markup percentage, and an emergency after-hour labor rate (defined as services outside 8:00 am to 5:00 pm, Monday through Friday, and holidays). Mileage, lodging, and travel expenses will be reimbursed based on State of Oregon rates and travel policy at the time the expense is incurred. All prevailing wage projects must comply with Oregon Revised Statutes 279C.800 through 279C.870 and current Bureau of Labor and Industries prevailing wage rates. OYA reserves the right to reject all quotes, cancel the RFQ, negotiate with offerors, modify project scope or the number of facilities served, and conduct separate solicitations for similar services. The RFQ specifies that each project requires a pre-approved written quote before commencement, except for emergency services requested by OYA, which may proceed without prior written approval but must be documented and approved upon completion. Award will be based on "Best Value" as determined solely by OYA.
