About this file
This Request for Qualifications (RFQ) is issued by the Guadalupe-Blanco River Authority (GBRA) seeking professional engineering services for the design and construction of a new Hog Bayou Control Structure. The project involves selecting a qualified engineering firm to complete design, permitting, and construction administration tasks, including project management, site analyses, agency coordination, bidding support, and construction administration. The RFQ requires consulting engineering firms to submit electronic Statements of Qualifications (SOQ) by Wednesday, June 4, 2025, at 2:00 PM CDT through BidNet Direct. The proposed project site is located approximately 3,000 feet downstream of State Highway 35, with a channel top width of about 145 feet, and will require coordination with multiple agencies including Calhoun County Floodplain Administration, Texas Parks and Wildlife Department, and the U.S. Army Corps of Engineers.
The selection process will be based on a comprehensive evaluation of submitted qualifications, with scoring focused on compliance with the Professional Services Questionnaire, work plan, personnel experience, and firm experience. The RFQ encourages submissions from all qualified firms, including Small, Minority, and Women Owned Businesses, and emphasizes the importance of experience with low-head dam/control structures. Compensation for the selected firm will be negotiated after the qualification process is completed, and no fee information should be included in the initial submission. The RFQ includes several state-specific requirements, such as conflict of interest disclosures, anti-boycott verifications, and prohibitions on contracts with certain foreign-owned companies, reflecting Texas state procurement regulations.
