About this file
This document is an Engineering Master Services Agreement between the Guadalupe-Blanco River Authority (GBRA) and an unnamed engineering consultant, designed to establish a framework for engineering services over a two-year term with a potential two-year extension. The agreement covers basic engineering services for water-related infrastructure projects, specifically including water treatment facilities, water transmission and distribution systems, wastewater treatment facilities, and wastewater collection systems. Services will be initiated through specific Work Authorizations that will define the scope, schedule, and fees for individual projects. The contract allows for both basic and special engineering services, with the potential for the engineer to serve as an expert witness and perform various technical assessments related to GBRA's water resource management needs.
Compensation for services will be based on personnel time and actual expenses, with billing rates set forth in an attachment to the agreement. Direct non-labor expenses are limited and must comply with state travel expense guidelines, with all costs requiring detailed documentation and receipts. The engineer must maintain specific insurance coverages, including workers' compensation, general liability, umbrella liability, automobile liability, and professional liability. The agreement includes several unique verification requirements, such as confirming the engineer is not doing business with certain countries, does not boycott Israel or energy companies, and has no practices discriminating against firearm entities. The contract can be terminated with 30 days' notice, and GBRA retains the right to end the agreement if a conflict of interest is determined.
