About this file

This is a Request for Qualifications (RFQ) issued by Springfield Public Schools, a K-12 education institution in Springfield, Oregon, seeking qualified structural engineering firms to provide evaluation and technical services for large-span trusses (bowstring and glue-laminated). The school district operates 27 campuses with structures ranging from 1910 to present, with particular concern for engineered wood trusses exceeding 50 years old due to insurance coverage exclusions through the state-wide PACE insurance pool. Potential services include large span truss evaluation and assessment, weight rating calculations, load capacity evaluation, development of long-term inspection and replacement/repair plans, structural reinforcement options with design and analysis, preparation of construction documents and specifications, bid-phase support, construction observation and certification, and permitting coordination. Statements of Qualifications are due by September 19, 2025, at 2:00 p.m. PST, submitted as sealed envelopes or email to Demian Laudati, Purchasing Manager, at the Springfield Public Schools Administration Office. The selected firms will be pre-qualified for potential future task orders under a five-year contract term. The evaluation schedule includes evaluation on September 22, 2025, possible interviews on September 24, 2025, and final notification on September 26, 2025.

Applicants must hold active Oregon Professional Engineer licensure in Structural Engineering, demonstrate experience with significant structures, provide project examples with references, submit staffing plans with key personnel qualifications, show familiarity with Oregon codes and permitting, and evidence of good performance on publicly funded or municipal projects. The RFQ explicitly prohibits cost proposals or price information in the Statement of Qualifications submission. Applications are limited to 20 pages plus a maximum of five resumes. The school district will select the four highest-qualified firms for potential further evaluation through oral interviews and reference verification. No material, labor, or facilities will be furnished by the school district. All responding firms must comply with nondiscrimination requirements, Oregon Revised Statutes, and District Board Policy. The school district reserves the right to reject any or all submissions and waive any informalities in the solicitation process.
