REQUEST FOR QUOTE
EDI SERVICES
Summary
The IWCC is requesting quotes for jurisdictional hosting of standardized electronic data interchange (EDI) services between the IWCC and those respective entities (employers and insurance carriers) required by law to submit workers' compensation injury reports and other information to the IWCC. The vendor shall provide an EDI software program to the IWCC to view daily EDI transactions. The vendor shall host the EDI software program on its own servers within its own facilities and allow the IWCC access to the software via the Internet or other Wide Area Network (WAN) services.
The system must support the International Association of Industrial Accident Boards and Commissions ("IAIABC") EDI Claims Release 3.1 in XML format as the State of Illinois recently mandated XML reporting.
Scope of Work
The vendor shall perform the following services:
1. Set up IWCC trading partner profiles on vendor’s server;
2. Load First Report of Injury (“FROI”) and Subsequent Report of Injury (“SROI”) reports received from IWCC trading partners onto vendor’s server;
3. Apply edits to the FROI and SROI data and verify data against an existing database;
4. Create and communicate acknowledgements for FROI and SROI for all trading partners;
5. Build or utilize an existing web-based EDI data entry system for low-volume trading partners to report claims electronically through manual entry (this data should conform to the IAIABC EDI requirements and arrive with the daily batch sent to the IWCC);
6. Accept electronic submission of transactions from other vendors, apply necessary edits, and provide return acknowledgements back to the source;
7. Set up basic reporting capabilities including performance measures;
8. Provide daily transfer of “error free” FROI and SROI to the IWCC in a format meeting jurisdictional requirements;
9. Conduct testing and provide enhancements to current processes to enhance reporting capabilities;
10. Offer training and technical support to IWCC staff and trading partners as required;
11. Assist the IWCC with IAIABC file layouts and data mapping when necessary; and
12. Provide a plan for backup and recovery, down-times, and emergency responses.
Vendors shall possess a minimum of five (5) years continuous active participation in the applicable industry, providing equipment/services comparable in size and complexity to those specified herein.
Instructions
Please submit quotes via BidBuy or directly to David Larson at david.larson@illinois.gov prior to the bid opening date listed in the BidBuy solicitation. Any quotes received after this time will not be considered.
Please direct any questions or clarifications concerning the scope of work to david.larson@illinois.gov.
All quoted prices must remain valid for 90 days from the bid opening date. No price increases will be accepted. The agency reserves the right to reject all offers or reject individual offers for failure to meet any requirement. Vendor may attach separate documentation describing its services. The winning vendor will be chosen on the lowest quote. Finally, all applicable procurement laws and regulations of the State of Illinois shall apply to this solicitation and any resulting agreement, contract, or purchase order.
