About this file

This document is a Request for Qualifications (RFQ) issued by the Oregon Department of Education (ODE) to solicit information from interested vendors regarding dyslexia-related training opportunities. The purpose of the RFQ is to develop an annual list of qualifying trainings that school districts in Oregon can use to fulfill the requirement that each K-5 school have at least one teacher trained in dyslexia-related instruction. Vendors must provide information on trainings that address understanding and recognizing dyslexia, using evidence-based practices for foundational reading skills, and intensifying instruction for students with severe reading difficulties. The RFQ will remain open until March 15, 2022, and ODE will review and score the responses based on the specified evaluation criteria. Qualified trainings will be included on the list to be released to school districts by June 15, 2022, valid through June 14, 2023.

No contracts will be awarded as a result of this RFQ. School districts will directly contract and pay vendors whose trainings are included on the ODE's approved list. Vendors are responsible for all costs associated with preparing and submitting their information in response to the RFQ. Current vendors will be required to renew their approved trainings, while any new training opportunities must go through the annual RFQ process.

SECTION 1 – OVERVIEW

1.1 Introduction

This Request for Qualifications (RFQ) is intended to solicit information from interested Vendors with regard to dyslexia-related training opportunities. Selected training opportunities will be included on an annual list developed by the Oregon Department of Education (Agency) to be released to school districts no later than June 15, 2022 and to be posted through June 14, 2023.

According to ORS 326.726, each school district shall ensure that at least one Kindergarten through grade five teacher in each kindergarten through grade five school has received training related to dyslexia. If the trained teacher leaves the school, districts must identify another teacher to complete the training by the beginning of the next school year. Designated teachers from each school will have the opportunity to select a training opportunity or combination of training opportunities from the annual list based on their needs for scheduling, location, and cost to fulfill the requirements of the legislation.

1.2 Contract Awards

No contracts will be awarded as a result of this RFQ. Any contracts for services will be executed between the school district and the selected Vendor based on the annual list of qualified Vendors developed and released by the Agency to all school districts on or before June 15, 2022.

The school district is responsible for incurring the cost of the training(s) and will directly pay vendors offering training opportunities that are included on the Agency’s annual list.

1.3 Cost of Preparing and Submitting Information

All cost incurred in preparing and submitting a response to this RFQ will be the responsibility of the Vendor and will not be reimbursed by Agency.

SECTION 2 – BACKGROUND

According to ORS 326.726 and OAR 581-002-1805, Agency is required to annually develop a list of training opportunities related to dyslexia according to the following mandatory requirements:

• Comply with the knowledge and practice standards of an international organization on dyslexia;

• Enable the teacher to understand and recognize dyslexia; and

• Enable the teacher to implement instruction that is systematic, explicit and evidence-based to meet the educational needs of students with dyslexia.

Based on the above requirements, Vendors may provide information on training opportunities that focus on one, two, or all three of the following areas:

1. Understanding and recognizing dyslexia;

2. Using evidence-based practices to systematically and explicitly teach the foundational skills in reading; and/or

3. Intensifying instruction to meet the needs of students with severe reading difficulties, including dyslexia.

Each teacher must complete all three areas of the training. This can be accomplished from selecting training from one vendor that includes training on all three focus areas or by selecting trainings across vendors to collectively address all three areas.

The Agency requests that the training opportunities be program-neutral. The training will provide teachers with knowledge and skills necessary to present systematic, explicit, and evidence-based reading instruction, but not focus on providing specific training on a particular intervention program or curriculum.

The training list must include at least one opportunity that is provided entirely online.

There is no existing classroom time requirement, rather the training opportunities must satisfy the requirements as outlined above.

SECTION 3 – TRAINING OPPORTUNITIES

3.1 Training Opportunities

The Agency is collecting vendor information to develop a list of dyslexia training opportunities for use by Oregon school districts.

3.1.1 To be considered for inclusion on the annual list of dyslexia-related trainings, the Vendor shall complete the information as outlined in Attachment A-Returnable Training Opportunities and submit to the Agency.

3.1.2 In addition to the description of training characteristics above, for each Focus Area of Training the following training materials must be submitted in electronic form as instructed in Section 5:

• Training agenda,

• Reference list for content of training (Content & strategies presented should be evidence-based),

• Copies of any hand-outs or other materials to be shared with participants.

SECTION 4 – EVALUATION PROCESS AND LIST PLACEMENT

4.1 Eligibility Determination

Completed Responses received by March 15, 2022 will be reviewed and may be accepted for inclusion on the Dyslexia-Related Training Opportunities released by the Agency on June 15, 2022.

4.2 Evaluation Criteria

Responses meeting the requirements outlined in section 3 will be evaluated by an Evaluation Committee.

Evaluators will review and score applications based on the scoring matrix (4.2.1 Dyslexia-Related Training Opportunities Response Scoring Matrix) below. The Scoring Rubric is also attached to provide vendors with the specific criteria used to evaluate the response (Attachment B).

Vendors are requested to provide the evaluators with explicit information regarding where in the training materials specific content that addresses each criteria can be found. This information must be submitted on the Vendor Worksheet (Attachment C). The Dyslexia Specialist may request further clarification to assist the Evaluation Committee in gaining additional understanding of Response. A reply to a clarification request must be to clarify or explain portions of the already submitted Response and may not contain new information not included in the original Response.

4.2.1 Dyslexia-Related Training Opportunities Response Scoring Matrix

Each training component and the training materials as indicated in the table below will be scored based on whether the criteria is present and sufficient. A response must meet all of the criteria in each scored area to be included on the Dyslexia-Related Training Opportunities List.
