The Town seeks a qualified developer to design, construct, and manage residential units meeting specific affordability criteria, with all units available to households earning no more than 100% of area median income (AMI), with at least 51% of units serving households at or below 80% AMI. The property will be offered at nominal cost pending Town meeting approval, and the developer assumes full responsibility for due diligence, permitting, construction, and site improvements. Proposals must be submitted in five hard copies and one digital copy (flash drive) in sealed envelopes by December 1, 2026, at 9:00 a.m. to the Office of the First Selectman, 31 Park Street, Guilford, Connecticut 06437. A request for information deadline is set for November 18, 2026, at 4:00 p.m., and respondents are encouraged to visit the site. The evaluation and selection process will occur in January 2027, with Board of Selectmen award and contract negotiation anticipated for late winter 2027. Respondents must honor their proposals for 90 business days from the opening date.

Proposals will be evaluated on four primary criteria worth up to 25 points each: content and quality of response, ability and capacity to provide services, character and experience of principals and references, and financial plan and resources. Additional bonus points up to approximately 25 points are available for enhanced affordability commitments (such as 25% of households at 50% AMI or below), energy efficiency features (including airtightness standards, solar arrays, heat pumps, and certified efficiency ratings), water efficiency, ADU septic capacity, and sustainability certifications. The project anticipates potential State Community Development Block Grant (CDBG) funding of up to $500,000 for construction, administration, and program costs, with all construction operations and wages required to comply with Connecticut CDBG and applicable Federal procurement requirements. Development parameters require primarily three-bedroom homes with some two-bedroom units; homes must be warranted under Connecticut State Statute and designed for energy efficiency and sustainability with a minimum 40-year affordability deed restriction, renewable for an additional 40 years. The developer is responsible for all site improvements including utilities, septic systems, landscaping, and driveways. Award is contingent upon successful contract negotiation and execution of Purchase and Sales Agreement and Development Agreement documents acceptable to the Town. Insurance requirements include Workers' Compensation ($500,000 limits), Commercial General Liability ($2,000,000 per occurrence/$5,000,000 annual aggregate), Automobile Liability ($1,000,000), and Errors and Omissions Insurance ($2,000,000 per occurrence/annual aggregate) maintained for six years after final payment.

The Saw Mill Road Affordable Housing parcel will be offered "as is" at nominal cost, pending Town meeting approval to the selected developer who shall have full responsibility for conducting due diligence and obtaining all required approvals for their project as well as construction of the units, including all sitework. Developer/owner shall be responsible for applicable property tax liabilities.

Guilford's Housing Goals and Objectives with Respect to the Project

RFP/RFQ #2-2627 Page 4 of 19

Development Parameters

• Units should be primarily 3-bedroom homes (minimum) with some 2-bedroom homes to allow for a mix of size and density.

• The developer will be responsible for designing and building the homes.

• Asset limit for buyers is capped at $150,000.00

Lots zoned for single family residences allow ADUs as-of-right, and consideration of ADUs within the proposal may be warranted.
