Building P43 Security Alarm & Cameras
Scott AFB, IL
31 August 2022
The 375th Contracting Squadron (CONS) Flight PKB2 at Scott AFB, IL is contemplating an award for the equipment and install of a surveillance system located at Scott AFB, IL. Requested delivery is no later than (NLT) 30 Days After Date of Contract (ADC). The government intends to issue an award to the responsible offeror who provides an offer meeting the requirements of the acquisition.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number is FA440722Q0014 issued as a Request for Quotation (RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2022-07, effective 10 August 2022, and the Defense Federal
Acquisition Regulation Supplement DPN 20220623 (Effective 23 June 2022) Edition.
(iv) This acquisition is being solicited as a 100% Small Business Set Aside via SAM.gov under
North American Industry Classification System (NAICS) code 334290, Other Communications
Equipment Manufacturing). The small business size standard is 750 employees. The Product
Service Code (PSC) is 6350, Miscellaneous Alarm, Signal, and Security Detection Systems.

(vi) Description of requirements:
The contractor shall provide and install eleven (11) surveillance cameras with built-in analytics, recording and control equipment at OSI building P43 on Scott AFB, IL. Please see Attachment
1, Performance Work Statement for more information.
A site visit will be held on Tuesday, 06 September 2022 at 1100 CST at Building 50. For those interested in attending submit names to the Point of Contacts below no later than 1400 CST on
02 September 2022 in order obtain base access.
(vii) Delivery is requested NLT 30 Days After Date of Contract (ADC) at Scott AFB, IL with
FOB Destination.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Products and Commercial
Services (Nov 2021), applies to this acquisition.
ADDENDA TO 52.212-1:
A. REAL ID ACT Version 41
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." Due to circumstances resulting from the COVID-19 pandemic and the national emergency declaration, the Department of Homeland Security, is extending the REAL ID enforcement deadline until October 1, 2021.

(ix) An award may be made on "all or none" basis. Evaluations will be done on a Best Value
Basis - Lowest Price / Technically Acceptable. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement (see
FAR Provision 52.217-5). New equipment ONLY, NO grey market or refurbished products.
Items must be in original -packaging, never used, and not altered in any way. End Product must be TAA compliant. If not, the specific products on the quote must be annotated as non-TAA and accompanied with a Trade Agreement Certificate. The Government may reject any quote that is non-TAA compliant. Offerors must be authorized resellers of their products.
(x) Offerors must include with their offer a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications—Commercial Products and Commercial Services (May
2022), unless this information has been submitted electronically as part of its annual representations and certificates at https://www.sam.gov.
As prescribed in 52.212-3, an offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically via the System for Award Management (SAM) site located at https://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically, the offeror shall complete only paragraphs (c) through (v) of this provision.

AFFARS 5352.201-9101 Ombudsman (Oct 2019)
As prescribed in 5301.9103 Solicitation Provision and Contract Clause, insert the following clause:
OMBUDSMAN (OCT 2019)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
