About this file

This Request for Quote (RFQ) document is issued by the Massachusetts Department of Agricultural Resources (MDAR) in partnership with the State Reclamation and Mosquito Control Board (SRB) to procure foreign language interpretation and translation services under the statewide contract PRF75. MDAR seeks qualified vendors to provide accurate translation and interpretation services in Hmong and Somali on an as-needed basis, addressing a documented gap in service availability for these languages. The requested services include consecutive and simultaneous interpretation available during normal business hours (Monday through Friday, 8:45 AM to 5:00 PM) at MDAR's Boston headquarters and regional offices, with flexibility for off-hours or weekend coordination; interpretation delivery via in-person, telephonic, or video remote methods; written translation of department-provided documents; and quality assurance review of previously translated materials. Bidders must submit responses by Friday, May 29, 2026, at 5:00 PM through the COMMBUYS quote functionality. The estimated contract start date is June 15, 2026, with an initial contract end date of June 30, 2026, subject to the current PRF75 Statewide Contract User Guide.

This is a small procurement with an estimated annual value not exceeding $250,000, and MDAR intends to award one to two contracts to SBPP (Small Business Purchasing Program) participating businesses and SDO-certified vendors that demonstrate best value to the Commonwealth. The evaluation criteria emphasize high-quality work products in Hmong and Somali services, rapid turnaround capability, rate flexibility, and demonstrated commitment to racial equity practices. Bidders must provide a one-page narrative describing services and qualifications, a separate one-page narrative on organizational equity commitment, a list of offered foreign languages, project manager contact information, a service request process description, a sample quote document, and copies of rates submitted under PRF75. A Supplier Diversity Plan is not required for this procurement. Questions may be submitted through COMMBUYS up to five days before the bid opening date.

In addition, please share your organization’s current challenges with and ongoing efforts to ensure your organization is working towards building the mindsets, practices, and skills to support this initiative.

In making this determination, the Department will consider and score a number of factors including price, experience, geographic location for ease of service, and quality. The Department may disqualify Responses that are incomplete or inaccurate at its own discretion.
