About this file
This is a Questions and Responses document for a Design-Build Request for Qualifications issued by Pender County Schools (PCS) in North Carolina for the repurposing of the former Topsail Middle School into the Topsail High Upper and Lower Campus. The project involves adaptive reuse and renovation of the existing 111,000-square-foot middle school facility to support a satellite high school campus with academic spaces, Career and Technical Education (CTE) programs, dual enrollment opportunities through CFCC, and dedicated CGROTC facilities. The Design-Build team will be responsible for facility evaluation, program validation, conceptual and detailed design, budgeting, value engineering, phasing, implementation planning, and full construction delivery while coordinating with ongoing school operations. Following Board of Education approval of the selected team, pre-construction activities will commence immediately, with construction anticipated to begin after the conclusion of the 2026-2027 academic year and substantial completion targeted prior to the 2027-2028 school year. Pender County Schools will shortlist approximately three Design-Build teams from the SOQ submissions, and shortlisted teams will be invited to participate in a site visit of the existing Topsail Middle School campus to evaluate current conditions and inform their project approaches.
The project scope includes interior renovations, selective infrastructure upgrades, site and circulation improvements, MEP systems enhancements, technology integration, life safety improvements, and phased removal of modular classroom units. No known environmental issues such as mold, asbestos, or lead have been identified at the campus that would require remediation; however, the selected Design-Build team will be required to perform a comprehensive facility assessment during pre-construction, and any unforeseen conditions will be addressed in coordination with PCS. As a Design-Build delivery method, a traditional separate bidding phase is not anticipated; the selected team will lead procurement of subcontractors and manage construction pricing as part of overall project delivery. Early procurement and phased construction planning may be utilized to support an accelerated schedule aligned with the district goals of reducing overcrowding, expanding academic and workforce development programs, eliminating temporary modular classrooms, and improving campus safety and circulation.

RFQ Questions & Responses
Repurposing the Former Topsail Middle School Into Topsail High Upper and Lower Campus
1. Is this project mainly renovation and if so, roughly what is the square footage of the existing school?
Response:
The project is primarily a renovation and adaptive reuse of the existing Topsail Middle School facility, which will be repurposed into the Topsail High Upper and Lower Campus.
The existing facility is approximately 111,000 square feet. This building represents the primary structure included in the scope of work and will be evaluated and reconfigured to support new academic, CTE, and leadership programming.
The project is anticipated to focus on interior renovations, selective infrastructure upgrades, and site/circulation improvements, with an emphasis on maximizing the use of the existing building and campus assets.
2. Is there any other supplemental information available regarding what the project consists of?
Response:
Yes. The RFQ provides a comprehensive overview of the anticipated project scope and programmatic intent. Key components include:
● Adaptive reuse of the existing middle school facility to support a satellite high school campus
● Academic spaces for core instruction, AP/honors, and testing
● Career and Technical Education (CTE) programs, including trades, health sciences, engineering, and public safety
● Dual enrollment and flexible learning environments in partnership with CFCC
● Dedicated CGROTC facilities, including instructional, training, and support spaces
● Site and circulation improvements, including traffic flow, pedestrian safety, and emergency access
● Infrastructure upgrades, including MEP systems, technology, and life safety enhancements
● Phased removal of modular classroom units as permanent space becomes available
Additionally, the Design-Build team will be responsible for:
● Facility evaluation and program validation
● Conceptual and detailed design
● Budgeting and value engineering
● Phasing and implementation planning
● Full construction delivery and coordination with ongoing school operations
Final scope and configuration will be refined collaboratively with the Owner during the design phase.
3. Upon selection of a design-build team, what are the targeted dates for design and construction?
Response:
Upon Board of Education approval of the selected Design-Build team, the project is anticipated to proceed immediately into pre-construction activities, including facility assessment, program validation, design development, and permitting.
Construction is anticipated to begin following the completion of the Topsail Middle School 2026–2027 academic year, allowing the facility to transition fully into construction without impacting ongoing school operations.
The project is expected to be substantially complete in advance of the 2027–2028 school year, ensuring the facility is ready for occupancy and operation as the Topsail High Upper and Lower Campus.
The Design-Build team will be responsible for developing and executing a detailed project schedule aligned with these milestones.
4. If known, what is the anticipated schedule for bidding and construction of this project?
Response:
As this project will be delivered using a Design-Build approach, a traditional separate bidding phase is not anticipated. The selected Design-Build team will lead procurement of subcontractors and manage construction pricing as part of the overall project delivery.
Following Board of Education approval, the project will move directly into pre-construction, design, and permitting. Early procurement and phased construction planning may be utilized to support an accelerated schedule.
Construction is anticipated to commence immediately following the conclusion of the Topsail Middle School 2026–2027 academic year. The project will be phased and executed to achieve substantial completion prior to the start of the 2027–2028 school year.
5. Are there any environmental (mold, asbestos, lead, etc.) issues at the current Topsail Middle School campus that would require remediation?
Response:
At this time, there are no known environmental issues (including mold, asbestos, or lead) identified at the Topsail Middle School campus that would require remediation.
The selected Design-Build team will be expected to perform a comprehensive facility assessment during pre-construction, and any unforeseen conditions will be addressed in coordination with Pender County Schools.
6. Will there be a tour of the existing campus?
Response:
Following the review and evaluation of Statements of Qualifications, Pender County Schools will shortlist approximately three (3) Design-Build teams.
Shortlisted teams will be invited to participate in the next phase of the selection process, which will include a site visit of the existing Topsail Middle School campus. This will provide an opportunity to evaluate current conditions and better inform each team’s project approach.
