About this file
This is Addendum No. 2 to a Request for Qualifications (RFQ) issued by Pender County Schools (PCS) in North Carolina for Design-Build Services for the repurposing of Topsail Middle School into Topsail High Upper and Lower Campus. The project aims to reduce overcrowding, expand academic and workforce development programs, eliminate temporary modular classrooms, improve campus safety and circulation, and maximize existing facilities. The RFQ solicits integrated architectural, engineering, planning, and construction services from qualified Design-Build teams. Following Board of Education selection, the awarded firm will proceed immediately into the design phase, with construction commencing June 1, 2027, upon conclusion of the 2026-27 academic year. The overall construction duration is anticipated to be approximately 12 months, with substantial completion targeted for June 1, 2028, allowing for occupancy readiness before the August 2028 start of the 2028-29 school year. A mandatory site visit will be conducted once the shortlist of firms is determined, at which time firms may request additional documentation regarding the existing facility and the 1990 expansion. All design documents will be submitted to and require review, approval, and recommendations from the North Carolina Department of Public Instruction (NCDPI) School Planning.
Additional phasing details and milestone dates will be further developed during the design process. Sustainability goals for the project have not yet been established and will be defined in the next phase of the selection and design process. The campus currently includes an existing cafeteria and kitchen, with modifications to these spaces potentially required during design, though the extent of any changes has not yet been determined. Existing facility documentation and background materials related to the 1990 expansion will be made available to all shortlisted firms during the mandatory site visit phase.

Addendum No.2
Q&A
1. Phasing, Duration, and Milestones Question:
Since the project is described as phased, please provide a breakdown of each construction phase, including the scope, anticipated duration, and sequencing requirements. Additionally, please confirm the overall construction duration and key milestone dates, as responses to Addendum RFIs #3 and #4 indicates a three-month construction window (June–August 2027).
Response:
The project is considered “phased” in that, following Board of Education selection, the awarded firm will immediately proceed into the design phase. Construction activities will not commence until the conclusion of the 2026–27 academic year, when students and staff have vacated the campus.
At this time, a detailed breakdown of construction phases, sequencing, and interim durations has not been finalized. However, the overall construction duration is anticipated to be approximately fifteen (12) months. Construction is expected to begin June 1, 2027 (end of the 2026–27 school year), with substantial completion targeted for June 1, 2028. This schedule allows time for occupancy and readiness for the start of the 2028–29 school year in August 2028.
Additional phasing details and milestone dates will be further developed during the design process.
2. NC DPI School Planning Oversight
Please confirm whether this project will be monitored by the North Carolina Department of Public Instruction School Planning (NC DPI).
Response:
Yes, all design documents for this project will be submitted to and require review, approval, and recommendations from the North Carolina Department of Public Instruction (NCDPI) School Planning.
3. 1990 Expansion Documentation
Can you provide any additional documentation or background regarding the 1990 expansion?
Response:
Once the shortlist of firms is determined, a mandatory site visit will be conducted. At that time, firms may request additional documentation, including information related to the 1990 expansion. Any materials provided will be distributed to all shortlisted firms.
4. Existing Facility Documents
Are there documents available of the existing facilities that could be shared?
Response:
Please refer to the response to Question 3. Existing facility documentation may be requested during the mandatory site visit and will be shared with all shortlisted firms.
5. Sustainability Goals
Are there any sustainability goals for this project?
Response:
Sustainability goals for the project have not yet been established and will be defined in the next phase of the selection and design process.
6. Food Service Component
Will there be a food service component in this project?
Response:
The campus currently includes an existing cafeteria and kitchen. Modifications to these spaces may be required; however, the extent of any changes has not yet been determined and will be evaluated during design.
